According to the agreed package, Global Forum members must ensure market-based outcomes in the steel industry, refrain from market-distorting subsidies and other government support measures that contribute to overcapacity, provide a level playing field between state-owned and private companies, and enact effective adjustment polices.

This Agreement on trade in certain steel products (hereinafter referred to as "the Agreement") was implemented in the EU in the form of Council Regulation (EC) No 1342/2007 on administering certain restrictions on imports of certain steel products from the Russian Federation.

Le 26 octobre 2007, la Communauté européenne et la Fédération de Russie ont conclu à cet égard un accord relatif au commerce de certains produits sidérurgiques (2), ci-après dénommé «l’accord».
