Le plan directeur Shift2Rail (S2R) devrait être défini et élaboré par l'entreprise commune S2R en concertation avec l'Agence ferroviaire européenne et la plateforme technologique du Conseil consultatif de la recherche ferroviaire européenne (ERRAC), de façon à stimuler l'innovation dans le secteur ferroviaire sur le long terme.
The Shift2Rail Master Plan should be established and developed by the Shift2Rail Joint Undertaking, in consultation with the European Railway Agency and the European Rail Research Advisory Council (ERRAC) Technology Platform, to drive innovation in the rail sector in the long term.

L’entreprise commune Shift2Rail (ci-après «EC S2R») a été officiellement instituée le 7 juillet 2014 à la suite de l’adoption par le Conseil, le 16 juin 2014, du règlement (UE) n° 642/2014 instituant l’entreprise commune «Shift2Rail» (voir IP/14/796).
The Shift2Rail Joint Undertaking ('S2R JU') was officially established on 7 July 2014 following the adoption by the Council of Regulation (EU) N°642-2014 establishing the Shift2Rail Joint Undertaking on 16 June 2014 (see IP/14/796).

Les membres fondateurs de l’entreprise commune Shift2Rail sont les équipementiers Alstom, Ansaldo STS, Bombardier, Siemens, Thales et CAF, ainsi que les gestionnaires d’infrastructure Trafikverket et Network Rail, qui ont déjà confirmé qu’ils contribueraient chacun à hauteur d’au moins 30 millions d’euros à l’initiative Shift2Rail (soit un montant total de 270 millions d’euros).
The founding members of the Shift2Rail Joint Undertaking are rail equipment manufacturers Alstom, Ansaldo STS, Bombardier, Siemens, Thales and CAF, as well as infrastructure managers Trafikverket and Network Rail, who have already confirmed that they will each make a contribution of at least €30 million to the Shift2Rail initiative (total €270 million).

The Shift2Rail Joint Undertaking (the ‘S2R Joint Undertaking’) should be a PPP aimed at stimulating and better coordinating Union research and innovation investments in the rail sector with a view to accelerating and facilitating the transition towards a more integrated, efficient, sustainable and attractive Union railway market, in line with the business needs of the rail sector and with the general objective of achieving a Single European Railway Area.
