Le 23 avril, la semaine dernière, j'ai organisé une conférence avec mes homologues, les ministres de la Santé provinciaux et territoriaux, au cours de laquelle le ministre ontarien de la Santé, l'honorable Tony Clement, a eu l'occasion de signaler à ses homologues provinciaux et territoriaux ce qui se passait sur le terrain.
On April 23 which was last week, I convened a federal-provincial-territorial conference of health ministers where the minister from Ontario, the hon. Tony Clement, had a first-hand opportunity to share with his provincial and territorial colleagues what was happening on the ground.

We are making 14 recommendations, but I will quote only five here: that the federal government, in collaboration with the provinces, develop a national strategy for end-of-life care; that the federal government immediately assess the need for home care and pharmacare for the dying and establish, in collaboration with the provinces, the funding required for these programs; that the federal Minister of Health discuss the establishment of a federal, provincial, and territorial strategy on end-of-life care with provincial and territorial counterparts at the next meeting of the Ministers of Health; that the federal Minister of Health discuss with provincial and territorial counterparts appropriate measures for funding of end-of-life initiatives; and that the federal government, in collaboration with the provinces, develop a five-year plan for implementing the 1995 unanimous recommendations.

Des fonctionnaires du ministère fédéral de la Justice ont donc collaboré avec leurs homologues provinciaux afin de mettre les programmes et mécanismes provinciaux d'établissement de contraventions à la disposition du gouvernement fédéral, et ce, par le biais de la loi fédérale sur les contraventions (1500) Je suis heureux d'annoncer que, la semaine prochaine, je compte présenter un projet de loi modifiant la loi fédérale sur les contraventions, afin que nous puissions utiliser les mécanismes provinciaux.
As a result, officials in the federal Department of Justice have worked with provincial counterparts to put the provincial schemes and mechanisms for ticketing of offences at the disposal of the federal government through the federal Contraventions Act (1500 ) I am pleased to say that next week I intend to introduce legislation which will amend the Contraventions Act federally to enable us to use the provincial mechanisms.

In addition, the minister generally alerts his provincial colleagues with respect to the status of legislation at annual meetings, as do deputy ministers of justice, and they meet generally biannually; and at the officials level, we do the same thing, alert our provincial colleagues to how legislation is progressing in the house so they can start to do their preparatory steps, whether that is training of police, training of Crown, any adjustments that have to be made to forms and procedures and so on.
