In this spirit, your rapporteur, who takes the view that the European Union should have accurate information available to it, proposes the creation of a European centre for children in danger which would have the task, in liaison with governmental and non-governmental organisations, of measuring the extent and severity of the problem of promoting understanding and the exchange of knowledge between the various services on the one hand and those responsible for children on the other hand, of favouring harmonisation of legislation in the Member States, of making available a European register of children who have disappeared and of drawing up a code of good conduct with a view to child protection.
