Ordonnée par le Parlement européen, l’étude STOA «How to optimise the efficiency of science and research, the most important critical success factors of the high-tech economies –Scientific Methods Server» (Projet EP/IV/A/2003/07/01) conclut notamment que l’efficacité de la recherche peut être sensiblement améliorée grâce à un tel serveur de méthodes.
One of the conclusions of the STOA study “How to optimise the efficiency of science and research, the most important critical success factors of the high-tech economies –Scientific Methods Server”(Project EP/IV/A/2003/07/01), commissioned by the European Parliament, is that the efficiency of research can be significantly improved by means of such a methods server.

At the first meeting the Commission presented the "Guidelines for the amendment of projects", the 2002-03 programme for inspection and audit missions, the allocations of appropriations for 2002 for each Member States and the payment forecasts and the draft Regulation on financial corrections (which came into force on 1 January 2003).

Le comité de suivi s'est réuni en février, juillet et novembre 2002; le complément de programmation a été finalisé en juin et contient les critères de sélection des projets et les indicateurs et objectifs chiffrés des différentes mesures opérationnelles du programme; l'appel public à projets a ensuite été lancé par le ministère de l'Économie en août, clôturé en octobre et suivi de la procédure de sélection des projets fin 2002-début 2003; par ailleurs, le cahier des charges de l'évaluation à mi-parcours a été validé par le comité de suivi, en vue d'une sélection de l'évaluateur dans les premiers mois de 2003.
The Monitoring Committee met in February, July and November 2002. The programme complement was finalised in June and contains the project selection criteria and the indicators and quantitative objectives of the programme's various operational measures. The public call for projects was then launched in August by the Ministry of Economics, closed in October and followed by the project selections procedure in late 2002 and early 2003. In addition, the specifications for the mid-term review were validated by the Monitoring Committee, with a view to selecting the assessor early in 2003.

4. prend acte du deuxième rapport des Secrétaires généraux des institutions sur l'évolution de la rubrique 5 et sur le potentiel d'économies que recèle la coopération interinstitutionnelle, dont il ressort notamment que les institutions seront en mesure, au vu des paramètres actuels, de financer les dépenses d'élargissement dans le respect des plafonds de la rubrique 5 ("Dépenses administratives") des perspectives financières et de la rubrique 8 ("Élargissement") du cadre financier EU-21 annexé sur la période 2004-2006; approuve, dans son principe, la décision prise par le Conseil de traduire les économies potentielles générées par la coopération interinstitutionnelle dans le projet de budget pour 2003; souligne, toutefois, la nécessité de procéder à un examen plus approfondi des possibilités de la coopération interinstitutionnelle; estime que les rapports sur l'évolution probable de la rubrique 5 sont pour l'autorité budgétaire un utile instrument permettant de fournir une assise pluriannuelle pour les décisions budgétaires annuelles; prie, par conséquent, les Secrétaires généraux de toutes les institutions de présenter un rapport de cette nature au mois de mai de chaque année;

Takes note of the second report of the secretaries-general of the institutions on trends in heading 5 and on potential savings from interinstitutional cooperation, which concludes, inter alia, that institutions will, given current parameters, be able to finance enlargement expenditure below the ceilings for heading 5 ("Administrative expenditure") of the financial perspective and heading 8 ("Enlargement") of the annexed financial framework EU-21 over the period 2004-2006; endorses, in principle, the Council's decision to reflect the potential savings from interinstitutional cooperation in the draft budget for 2003; points out, however, that a more in-depth examination of the scope for interinstitutional cooperation needs to take place; considers that the reports on likely movement in heading 5 are a useful tool for the budgetary authority that provide a multiannual setting for the annual budgetary decisions; requests the secretaries-general of all institutions, therefore, to submit such a report by May of each year;

12. se félicite de ce que l'administration du Parlement ait lancé les préparatifs de l'élargissement conformément aux orientations définies dans le plan triennal adopté en septembre 2001 par l'organe politique compétent et approuvé par l'autorité budgétaire; attend du comité de pilotage qu'il affine encore l'estimation des besoins et mette à jour les chiffres en temps utile, avant la mise aux voix de l'état prévisionnel 2003 et, par la suite, à intervalles réguliers; rappelle que la décision relative au financement des dépenses liées à l'élargissement sera prise dans le cadre de la procédure budgétaire annuelle, conformément au principe d'annualité; demande instamment au Bureau de présenter une définition claire des activités essentielles du Parlement et d'adopter une approche ambitieuse lors de l'examen des priorités négatives du Parlement avant l'adoption du projet d'état prévisionnel 2003 - cf. résolution du Parlement du 25 octobre 2001;
12. Welcomes the fact that Parliament's Administration has launched enlargement preparations in accordance with the guidelines outlined in the three-year plan adopted in September 2001 by the competent political body and endorsed by the budgetary authority; expects the Steering Committee to further fine-tune the estimated needs and present updated figures in due time before the vote on the 2003 estimates and further on a regular basis; recalls that the decision on the allocation of enlargement expenditure will be taken as part of the yearly budgetary procedure, in accordance with the principle of annuality; urges its Bureau to submit a clear definition of Parliament's core activities and to take an ambitious approach when cataloguing Parliament's negative priorities before the adoption of the 2003 draft estimates, as was already stated in Parliament's resolution of 25th October 2001;
