L'Union européenne juge donc négativement l'approbation par la Chambre des Représentants, le 21 septembre, du projet de loi Helms-Burton et rappelle à cette occasion son opposition à l'adoption de toute mesure de portée extraterritoriale et allant à l'encontre des règles des organisations internationales, notamment celles de l'OMC.
