The Candidate Countries Turkey, the former Yugoslav Republic of Macedonia*, Montenegro*, Serbia* and Albania*, the country of the Stabilisation and Association Process and potential candidate Bosnia and Herzegovina, and the EFTA countries Iceland, Liechtenstein and Norway, members of the European Economic Area, as well as Ukraine, the Republic of Moldova, Armenia, Azerbaijan and Georgia, align themselves with this declaration.* The former Yugoslav Republic of Macedonia, Montenegro, Serbia and Albania continue to be part of the Stabilisation and Association Process.

Underlines the difficult situation of the Roma community, which continues to suffer from discrimination on the labour market as well as to encounter difficulties with access to adequate housing, education and healthcare; welcomes a number of initiatives taken by the authorities to address in particular the issues of the state of health, access to education and registration of Roma; calls on the representatives of the Roma community to actively engage in this process; calls on the Serbian Government to fully implement the National Strategy for the Improvement of the Status of Roma and the related action plan to improve the social and economic situation of Roma in accordance with the EU Framework for National Roma Integration Strategies; is concerned about the low schooling rates of Roma children, especially girls; calls on the Serbian Government to ensure that all Roma are provided with identity documents, the lack of which presents an obstacle to enjoying basic civil rights; underlines the particularly difficult situation of members of the Roma community in Serbia who fled from Kosovo in the wake of the war; condemns the forced evictions of Roma, including children and the elderly, without proper consultation and notice and without providing them with alternative housing; calls on the authorities to immediately end this practice;

Les citoyens de la République de Serbie qui, pour des raisons de force majeure, n’ont pas la possibilité de quitter le territoire des États membres à la date indiquée par leur visa voient celui-ci prorogé gratuitement, conformément à la législation appliquée par l’État hôte, pour la période nécessaire à leur retour dans leur État de résidence.
The citizens of the Republic of Serbia who do not have the possibility to leave the territory of the Member States by the time stated in their visas for reasons of force majeure shall have the term of their visas extended free of charge in accordance with the legislation applied by the receiving State for the period required for their return to the State of their residence.

Nous devons évidemment collaborer avec d'autres organisations et c'est pourquoi j'ai tenu à faire état de nos actions conjointes avec la Croix-Rouge, le programme alimentaire mondial, le Haut Commissariat des Nations unies pour les réfugiés et d'autres organisations impliquées comme l'OMS dans le but de mettre l'accent sur le fait qu'il s'agit d'une opération humanitaire, mais il faut aussi, selon moi, que la population et les milieux politiques de Serbie voient que le monde extérieur est prêt à les aider de cette manière.
We naturally need to work together with other organisations, and I was therefore careful to report on what we are doing together with the Red Cross, the World Food Programme, UNHCR and others who are involved, including the World Health Organisation. This is precisely for the purpose of making it clear that this is a humanitarian operation, but I also think it is a good thing that the population and political circles in Serbia see that the world outside is also prepared to help in this way.
