But I did share with the committee that since this was a decision of cabinet in April, as announced in May, the Treasury Board, Public Works, and the Privy Council Office had to come together with regard to the contracting guidelines; therefore, if there had been such a conversation, I think I probably would have remembered it, because it would have changed the guidelines, in my view.
