Taking into account that Protocol No 4 does not include a stated end date for the financial assistance to be provided, as opposed to what was the case concerning the Slovak and Bulgarian plants, but rather states in its Article 3(2) that the programme will be "seamlessly continued and extended beyond 2006", and since its Article 4 talks of "the next financial perspectives" (in plural), it is difficult to draw the conclusion that this Protocol was intended to be limited in time.

Mme Val Meredith (Surrey-White Rock-South Langley, Réf) propose: Que, de l'avis de la Chambre, le gouvernement devrait modifier la partie XXIV du Code criminel-Délinquants dangereux-afin de pourvoir: 1. que lorsqu'un délinquant a été déclaré coupable a) soit d'une infraction de nature sexuelle mettant en cause un enfant, b) soit d'une infraction visée: (i) à l'article 271 (agression sexuelle) après avoir été poursuivi par mise en accusation, (ii) à l'article 272 (agression sexuelle armée, menace à une tierce personne ou infliction de lésions corporelles); (iii) à l'article 273 (agression sexuelle grave); ou d'une tentative de commettre l'une de ces infractions, qu'avant qu'une peine ne lui soit infligée, celui-ci soit examiné par deux psychiatres, afin de déterminer c) dans le cas d'une infraction sexuelle mettant en cause un enfant, si le contrevenant va vraisemblablement commettre ou tenter de commettre une telle infraction à l'avenir; d) dans le cas d'une infraction visée à l'article 271, poursuivie par mise en accusation, ou de l'infraction visée à l'article 272 ou 273, si le contrevenant va vraisemblablement causer ou tenter de causer la mort ou des blessures ou un tort psychologique graves à une autre personne parce qu'il sera incapable, à l'avenir, de contrôler ses impulsions sexuelles; et 2. dans le cas où les psychiatres concluent:
