Par sa décision 2008/46/CE (2), la Commission a institué l’Agence exécutive pour la recherche (ci-après l’«Agence») et lui a confié la gestion d’actions communautaires en matière de recherche en vue de l’exécution de tâches liées à la mise en œuvre du programme spécifique «Personnes» mettant en œuvre le septième programme-cadre de la Communauté européenne pour des activités de recherche, de développement technologique et de démonstration (2007-2013) (3), du programme spécifique «Capacités» mettant en œuvre le septième programme-cadre de la Communauté européenne pour des activités de recherche, de développement technologique et de démonstration (2007-2013) (4) et du programme spécifique «Coopération» mettant en œuvre le septième programme-cadre de la Communauté européenne pour des activités de recherche, de développement technologique et de démonstration (2007-2013) (5) du septième programme-cadre de la Communauté européenne pour des activités de recherche, de développement technologique et de démonstration (2007-2013) (6) (ci-après le «septième programme-cadre»).
By Decision 2008/46/EC (2), the Commission created the Research Executive Agency (hereinafter referred to as the Agency) and entrusted it with the management of Community actions in the field of research with a view of performance of tasks linked to the implementation of the specific programme ‘People’ implementing the Seventh Framework Programme of the European Community for research, technological development and demonstration activities (2007 to 2013) (3), specific programme ‘Capacities’ implementing the Seventh Framework Programme of the European Community for research, technological development and demonstration activities (2007 to 2013) (4) and specific programme ‘Cooperation’ implementing the Seventh Framework Programme of the European Community for research, technological development and demonstration activities (2007 to 2013) (5) of the Seventh Framework Programme of the European Community for research, technological development and demonstration activities (2007-2013) (6) (hereinafter referred to as the Seventh Framework Programme).

Dans sa communication du 29 juin 2011 intitulée "Un budget pour la stratégie Europe 2020", la Commission a proposé d'intégrer dans un cadre stratégique commun pour la recherche et l'innovation unique les domaines couverts par le septième programme-cadre de la Communauté européenne pour des actions de recherche, de développement technologique et de démonstration (2007-2013) (ci-après dénommé "septième programme-cadre") adopté par la décision no 1982/2006/CE du Parlement européen et du Conseil (10), et le volet "innovation" du programme-cadre pour l'innovation et la compétitivité (2007-2013) établi par la décision no 1639/2006/CE du Parlement européen et du Conseil (11), ainsi que l'Institut européen d'innovation et de technologie (EIT) créé par le règlement (CE) no 294/2008 du Parlement européen et du Conseil (12), en vue de contribuer à atteindre l'objectif, défini dans la stratégie Europe 2020, de faire passer à 3 % du PIB d'ici 2020 les dépenses en matière de recherche et de développement.
In its Communication of 29 June 2011 entitled 'A Budget for Europe 2020', the Commission proposed to address with a single common strategic framework for research and innovation the areas covered by the Seventh Framework Programme of the European Community for research, technological development and demonstration activities (2007-2013) ('the Seventh Framework Programme') adopted by Decision No 1982/2006/EC of the European Parliament and of the Council (10), and the innovation part of the Competitiveness and Innovation Framework Programme (2007 to 2013) established by Decision No 1639/2006/EC of the European Parliament and of the Council (11), as well as the European Institute of Innovation and Technology (the 'EIT') established by Regulation (EC) No 294/2008 of the European Parliament and of the Council (12), in order to contribute to attaining the Europe 2020 strategy target of raising spending on research and development to 3 % of GDP by 2020.

Do you have any details, Commissioner, 18 months in to this Seventh Framework Programme, as to how it is developing, which countries have a satisfactory take-up rate, what the main problems are and if the Commission intends to produce a progress report on this financing framework?

se félicite du fait que la question de la protection CBRN est traitée au titre de la coopération-cadre européenne mise en place pour les activités de recherche en matière de défense et de sécurité entre la Commission, l'Agence spatiale européenne (ASE) et l'Agence européenne de défense (AED); souligne que, pour garantir la complémentarité, la coordination et la synergie entre les investissements de RD en matière de défense et les investissements de recherche axés sur la sécurité civile, effectués par la Commission dans le cadre du septième programme-cadre, il est nécessaire d'améliorer réellement les conditions juridiques régissant l'échange d'informations dans le contexte de la coopération-cadre européenne et des activités menées au niveau national et à l'échelle de l'Union, comme le prévoit la décision 2006/971/CE du Conseil du 19 décembre 2006 relative au programme spécifique Coopération mettant en œuvre le septième programme-cadre de la Communauté européenne pour des activités de recherche, de développement technologique et de démonstration (2007-2013) (22); invite à développer une recherche appliquée à dimension européenne en matière de sécurité des installations, afin de préserver les populations locales et l'environnement, et à lancer de grands programmes de démonstration; encourage la création de centres d’expertise spécialisés dans les menaces CBRN et la mobilité des chercheurs;
Welcomes the fact that CBRN protection is being addressed as a topic under the established European Framework Cooperation (EFC) for Security and Defence Research between the Commission, the European Space Agency (ESA) and the European Defence Agency (EDA); stresses that complementarity, coordination and synergy between defence RT investment and research investment for civilian security by the Commission under the Seventh Framework Programme would require genuine improvements in the relevant legal conditions governing the exchange of information within the EFC and between activities at national and EU level, as provided for by Council Decision 2006/971/EC of 19 December 2006 concerning the Specific Programme Cooperation implementing the Seventh Framework Programme of the European Community for research, technological development and demonstration activities (2007 to 2013) (22); calls for the development of applied research with a European dimension concerning the safety of installations, in order to protect local communities and the environment, and for the launching of major demonstration programmes; encourages the creation of centres of expertise specialising in CBRN threats and mobility for researchers;

Considers that high levels of spending on research and development at national and EU level are necessary to enable the potential for energy efficiency to be exploited and criticises, in that respect, the decision of the Heads of State and Government as regards the financial framework for 2007-2013 and the reduction it implies for the budget of the seventh Framework Programme; considers it is essential that the EU lead by example by treating research expenditure within the seventh Framework Programme in the field of energy efficiency as a priority, taking into account the considerable potential for energy efficiency gains, reductions in emissions and a global market for new and efficient equipment and systems, and refraining from cutting the seventh Framework Programme budget in the energy efficiency sector, and calls for Member States, industry and the seventh Framework Programme to achieve successful demonstrations in all these areas; considers that the CIP must play an important role in the promotion and marketing of new technologies;
