In its Communication of 29 June 2011 entitled 'A Budget for Europe 2020', the Commission proposed to address with a single common strategic framework for research and innovation the areas covered by the Seventh Framework Programme of the European Community for research, technological development and demonstration activities (2007-2013) ('the Seventh Framework Programme') adopted by Decision No 1982/2006/EC of the European Parliament and of the Council (10), and the innovation part of the Competitiveness and Innovation Framework Programme (2007 to 2013) established by Decision No 1639/2006/EC of the European Parliament and of the Council (11), as well as the European Institute of Innovation and Technology (the 'EIT') established by Regulation (EC) No 294/2008 of the European Parliament and of the Council (12), in order to contribute to attaining the Europe 2020 strategy target of raising spending on research and development to 3 % of GDP by 2020.

Considers that high levels of spending on research and development at national and EU level are necessary to enable the potential for energy efficiency to be exploited and criticises, in that respect, the decision of the Heads of State and Government as regards the financial framework for 2007-2013 and the reduction it implies for the budget of the seventh Framework Programme; considers it is essential that the EU lead by example by treating research expenditure within the seventh Framework Programme in the field of energy efficiency as a priority, taking into account the considerable potential for energy efficiency gains, reductions in emissions and a global market for new and efficient equipment and systems, and refraining from cutting the seventh Framework Programme budget in the energy efficiency sector, and calls for Member States, industry and the seventh Framework Programme to achieve successful demonstrations in all these areas; considers that the CIP must play an important role in the promotion and marketing of new technologies;

The background to the proposal to extend the multiannual programme for enterprise and entrepreneurship, and in particular for small and medium-sized enterprises (SMEs), by one year to 31 December 2006 is that the functions of the programme will in future be performed by its successor programme, the 'Framework Programme for Competitiveness and Innovation' (CIP), which is planned to run from 2007-2013 to coincide with the financial perspective. The time-frame will therefore also coincide with the 7th Research Framework Programme, which creates scope for better coordination between the programmes.
