Takes note that for the first seven calls for proposals, the financial contribution from ENIAC Member States amounted to 1,41 times the Union financial contribution against the Joint Undertaking’s statutory principle that the financial contributions from ENIAC Member States are to amount in total to at least 1,8 times the Union financial contribution, while the Joint Undertaking’s grants may reach a maximum of 16,7 % of the total eligible costs of the projects; notes, furthermore, that the ratio between the Union contribution and the ENIAC Member States contribution is a mechanical result of the application of the State Aid rules (Commission Regulation (EC) No 800/2008 ) limiting the percentage of state aid for particular types of actions and participants;

6. relève que la Cour des comptes a accueilli durant l'année 2007 deux nouveaux membres au titre de l'adhésion de la Bulgarie et de la Roumanie; observe que le principe initial de l'organisation de la fonction d'audit européenne, à savoir un ressortissant de chaque État membre, se traduit aujourd'hui par l'existence d'un organe dirigé par un collège de vingt-sept membres; estime qu'une telle structure a atteint ses limites et qu'il convient de réformer en profondeur et de renforcer le dispositif d'audit externe de l'Union; souligne que plus la Cour des comptes sera forte, plus l'autorité de décharge sera forte et plus satisfaisant sera le contrôle de l'exécutif; appelle, par conséquent, les États membres à engager des discussions sur la réforme de la Cour des comptes en y associant le Parlement;
6. Notes that two new Members joined the ECA in the course of 2007 following the accession of Bulgaria and Romania; notes the fact that the original organising principle of the European audit function - one national from each Member State - has now resulted in an organisation governed by a college of 27 Members; is convinced that this structure has reached its limits and that an in-depth reform and strengthening of the European Union's external audit arrangements is needed; stresses that the stronger the ECA is, the stronger the discharge authority and the better the scrutiny of the executive; invites, therefore, the Member States to initiate discussions on a reform of the ECA, and to include Parliament in these discussions;

Considers that the EU CBRN Action Plan should unambiguously call for the development of EU guidelines on security training and standard requirements to be implemented in all 27 Member States, and should ensure that specific training programmes are provided for those security staff dealing with high-risk CBRN materials, including staff in industries and research centres where high-risk CBRN are present, and that requirements are laid down for CBRN officers (role, competence and training); stresses that safety and awareness training must also be provided to first responders;

Calls on the Commission to draft an Association Agreement between the European Communities and their Member States and Ukraine, to replace the current Partnership and Cooperation Agreement which expires in 2008; looks forward to a visa-facilitation agreement between the EU and Ukraine with the final goal of a non-visa regime but in the interim calls on the Commission to fully respect the existing agreements on free multiple entry visas with seven Member States, and looks forward to other actions towards Ukraine's European integration; calls for further action to move Ukraine towards full World Trade Organisation membership and granting of market economy status by the EU Member States;
