Takes note of the Commission’s Annual Growth Survey 2015, which endeavours to promote a return to higher growth levels and to strengthen the recovery; supports the three main pillars approach (boosting investment, accelerating structural reforms and pursuing responsible growth-friendly fiscal consolidation) as the right way to achieve these goals; considers that this approach should be fully incorporated into the upcoming country-specific recommendations (CSRs); supports the Commission’s suggestions for improving the European Semester by streamlining existing procedures, including its timetable, and increasing the involvement of national parliaments with a view to strengthening national ownership, considering that only around 9 % of the CSRs were fully implemented by the Member States in 2013; calls on the Commission to come forward rapidly with robust data for the implementation of CSRs in 2014; in this context, highlights the need to streamline the existing procedures of the European Semester, including its timetable, and to increase the involvement of national parliaments, with a view to strengthening national ownership of structural reforms;

56. souligne que la troïka a confirmé qu'une participation hautement qualitative des partenaires sociaux et un dialogue social fort, y compris au niveau national, étaient essentiels à la réussite de toute réforme, et que dans les réformes de l'UEM en particulier, le rôle des partenaires sociaux devait être renforcé dans la nouvelle gouvernance économique, notamment en ce qui concerne le semestre européen; salue la proposition de la Commission d'associer plus étroitement les partenaires sociaux au processus du semestre européen, notamment dans le cadre du comité du dialogue social, en amont de l'adoption de l'examen annuel de la croissance;

Stresses that the Troika has confirmed that high-quality participation by the social partners and strong social dialogue, including at national level, are essential for the success of any reforms, and that in reforms of the EMU in particular, the role of the social partners in the new economic governance process, especially the European Semester, should be reinforced; welcomes the Commission’s proposal to involve the social partners more fully in the European Semester process, inter alia in the framework of the Social Dialogue Committee prior to the annual adoption of the AGS;

69. considère qu'en vue de la réalisation des objectifs communs, la stratégie Europe 2020 et le semestre européen, en tant que cadre pour une gouvernance économique et sociale renforcée, disposent du potentiel nécessaire pour contribuer à renforcer une approche commune des défis, des réponses et de l'évaluation de la situation de l'emploi et de la situation sociale dans les États membres si cette approche ne se limitait pas toujours à des intentions formelles et si le Parlement était effectivement impliqué dans ce processus, contrairement à ce qui s'est passé au cours du premier semestre européen, notamment eu égard au premier examen annuel de la croissance qui a consacré l'avènement d'un nouveau cycle de gouvernance économique dans l'Union;
69. Considers that, with a view to reaching the common objectives, Europe 2020 and the European Semester as a framework for strengthened economic and social governance have a potential to help reinforce a common approach to the challenges, the responses and the assessment of the employment and social situation in the Member States if these were to progress beyond the level of nominal intention and if the European Parliament were genuinely involved in this process, contrary to what happened during the first European Semester, including in relation to the first Annual Growth Survey, which marked the start of a new cycle of economic governance in the EU;

69. considère qu’en vue de la réalisation des objectifs communs, la stratégie Europe 2020 et le semestre européen, en tant que cadre pour une gouvernance économique et sociale renforcée, disposent du potentiel nécessaire pour contribuer à renforcer une approche commune des défis, des réponses et de l’évaluation de la situation de l’emploi et de la situation sociale dans les États membres si cette approche ne se limitait pas toujours à des intentions formelles et si le Parlement était effectivement impliqué dans ce processus, contrairement à ce qui s’est passé au cours du premier semestre européen, notamment eu égard au premier examen annuel de la croissance qui a consacré l’avènement d’un nouveau cycle de gouvernance économique dans l’Union;

Considers that, with a view to reaching the common objectives, Europe 2020 and the European Semester as a framework for strengthened economic and social governance have a potential to help reinforce a common approach to the challenges, the responses and the assessment of the employment and social situation in the Member States if these were to progress beyond the level of nominal intention and if the European Parliament were genuinely involved in this process, contrary to what happened during the first European Semester, including in relation to the first Annual Growth Survey, which marked the start of a new cycle of economic governance in the EU;

L’amélioration du cadre de gouvernance économique devrait reposer sur plusieurs politiques interdépendantes et cohérentes en faveur d’une croissance et d’emplois durables, notamment une stratégie de l’Union pour la croissance et l’emploi, en mettant en particulier l’accent sur le développement et le renforcement du marché intérieur, la promotion du commerce international et de la compétitivité, un semestre européen pour une coordination renforcée des politiques économiques et budgétaires (ci-après dénommé «semestre européen»), un cadre efficace pour prévenir et corriger les déficits publics excessifs (le PSC), un cadre solide de prévention et de correction des déséquilibres macroéconomiques, des exigences minimales pour les cadres budgétaires nationaux et une réglementation et une surveillance renforcées des marchés financiers notamment la surveillance macroprudentielle assurée par le Comité européen du risque systémique.
The improved economic governance framework should rely on several interlinked and coherent policies for sustainable growth and employment, in particular a Union strategy for growth and jobs, with particular focus on developing and strengthening the internal market, fostering international trade and competitiveness, a European Semester for strengthened coordination of economic and budgetary policies (European Semester), an effective framework for preventing and correcting excessive government deficits (the SGP), a robust framework for preventing and correcting macroeconomic imbalances, minimum requirements for national budgetary frameworks, and enhanced financial market regulation and supervision, including macroprudential supervision by the European Systemic Risk Board.
