Selon un article paru dans le journal allemand Süddeutsche Zeitung en date du 20 mars 2003, Antonio Vitorino, membre de la Commission, a déclaré au sujet de la politique d'immigration qu'aucune proposition de la Commission n'obligeait les États membres à "admettre sur le territoire national un immigrant de plus".
A newspaper report (in the Süddeutsche Zeitung of 20 March 2003) attributed to Antonio Vitorino, Member of the Commission, a statement on immigration policy to the effect that no Commission proposal forces any Member State to admit ‘one single additional immigrant into the country’.
