2. The Union shall offer its citizens an area of freedom, security and justice without internal frontiers, in which the free movement of persons is ensured in conjunction with appropriate measures with respect to external border controls, asylum, immigration and the prevention and combating of crime.

La proposition de décision de la Commission prévoit la création d’un nouveau mécanisme de protection civile, au sein duquel l’Union soutiendrait, coordonnerait et compléterait l’action des États membres dans le domaine de la protection civile en améliorant l’efficacité des systèmes de prévention, de préparation et de réaction en cas de catastrophes naturelles ou d’origine humaine de tous types et ce, tant à l’intérieur qu’à l’extérieur de l’Union.
The Commission proposal for a Decision provides for the creation of a new Civil Protection Mechanism for the Union to support, coordinate and supplement the actions of the Member States in the field of civil protection by improving the effectiveness of systems for preventing, preparing for and responding to natural and man-made disasters of all kinds within and outside the Union.

The progressive creation of an area without internal frontiers in which free movement of persons is guaranteed in accordance with the TFEU and the establishment of Union policies regarding the conditions of entry and stay of third-country nationals, including common efforts towards the management of external borders, makes it necessary to strike a balance between responsibility criteria in a spirit of solidarity.

This proposal is fully consistent with the objectives of the EU and specifically with the objective “to maintain and develop the Union as an area of freedom, security and justice, in which the free movement of persons is assured in conjunction with appropriate measures with respect to external border controls, asylum, immigration and the prevention and combating of crime”.
