Senator Segal: As it has been established by Senator Fraser that the twenty-seventh report is not now before the Senate — it was distributed in other ways but it has never been tabled in this place — is it appropriate — and I am only asking so we are well advised — for Senator Carignan to quote from it as if it were before this place when it has never, in fact, been tabled in this place or been brought forward for debate or discussion in this place?
