This communication sets out current urban situation in the EU (section 1); where Europe stand today in terms of urban policy and (section 2); the calls for an EU urban agenda (section 3); the global dimension of urban development (section 4); and the potential ways forward with questions for consultation (section 5).

Depending on the source of financing involved and its financial management rules in the current programming period in accordance with Articles 35 and 36 and Article 47b(1) of Regulation (EC) No 1257/1999, a distinction should be made between support from the EAGGF Guarantee Section based on non-differentiated budget appropriations and the financial year ending on 15 October 2006 in the Member States of the Community as constituted at 30 April 2004 on the one hand, and other support from the EAGGF Guidance or Guarantee Section for all Member States as provided for in Articles 29 to 32 of Council Regulation (EC) No 1260/1999 of 21 June 1999 laying down general provisions on the Structural Funds on the other hand.

Des subventions, accordées sur la base du règlement financier RTE-T actuel[6], ont permis le cofinancement de ces projets à hauteur de 10% maximum pour les sections nationales et de 20% maximum pour les sections transfrontalières.
Grants awarded on the basis of the current TEN-T Financial Regulation[6] have permitted co-funding of these projects up to a maximum of 10% on national sections and a maximum of 20% on cross-border sections.

Sans préjudice des paragraphes 4 et 6, les redevances perçues en ce qui concerne les activités spécifiques visées à l'annexe IV, section A, et à l'annexe V, section A, ne sont pas inférieures aux taux minimaux fixés à l'annexe IV, section B, et à l'annexe V, section B. Toutefois, pendant une période transitoire allant jusqu'au 1er janvier 2008, en ce qui concerne les activités visées à l'annexe IV, section A, les États membres peuvent continuer d'utiliser les taux appliqués actuellement conformément à la directive 85/73/CEE.
3. Without prejudice to paragraphs 4 and 6, fees collected as regards the specific activities mentioned in Annex IV, section A and Annex V, section A shall not be lower than the minimum rates specified in Annex IV, section B and Annex V, section B. However, for a transitional period until 1 January 2008, as regards the activities referred to in Annex IV, section A, Member States may continue to use the rates currently applied pursuant to Directive 85/73/EEC.

1. The State aid guidelines shall be amended by replacing the existing Chapter 17A.2(7), (8) and (10), Chapter 17A.4(10), first sentence in Chapter 17A.4(14) and Annex IX, by the text contained in Annex I to this Decision.
