8. rappelle que les accords d'association et les accords de libre-échange approfondis et complets visent à renforcer la compétitivité, les résultats et les performances économiques des pays partenaires et de l'Union, tout en respectant également la coopération économique des pays du partenariat oriental avec la Russie d'une manière qui soit profitable à toutes les parties; fait observer que les accords d'association et les accords de libre-échange approfondis et complets, en tant que tels, ne portent pas atteinte aux relations commerciales que les pays du partenariat oriental entretiennent de longue date dans la région; estime, au contraire, qu'ils ne devraient pas être considérés comme incompatibles avec ces relations commerciales, et que, sans préjudice des obligations qui en découlent, tout différend commercial devrait être résolu conformément aux règles et obligations établies dans le cadre de l'Organisation mondiale du commerce; affirme par ailleurs que l'Union européenne est prête à aider les partenaires orientaux dans leurs efforts d'intégration en soutenant l'application provisoire des sections pertinentes des accords d'association et des accords de libre-échange approfondis et complets à compter de leur signature, en débloquant, si les conditions requises sont réunies, les prêts et programmes d'aide suspendus et en mettant en œuvre des mesures visant à faciliter la délivrance de visas et tendant vers la perspective de l'exemption de visa;

Recalls that the Association Agreements and DCFTAs are aimed at boosting the competitiveness, economic output and performance of partner countries and of the EU, while at the same time respecting the Eastern Partnership countries’ economic cooperation with Russia in a way that is beneficial to all parties; points out that, as such, the Association Agreements and DCFTAs do not undermine the long-standing trade relations which Eastern Partnership countries maintain in the region; believes that, on the contrary, they should not be seen as incompatible with those trade relations, and that, without prejudice to the obligations stemming from the Association Agreements and DCFTAs, any trade disputes should be resolved in accordance with the rules and obligations laid down in the World Trade Organisation; affirms, furthermore, that the EU is ready to assist Eastern Partnership partners in their integration efforts by supporting the provisional application of the relevant sections of the Association Agreements or DCFTAs upon signature, unfreezing suspended loans and assistance programmes if the required conditions are met, pursuing visa facilitation measures and the prospect of visa-free travel;

A further complication stems from the conflict of objectives between the Guidance and the Guarantee sections of the EAGGF : while large sums were paid out of the Guidance Fund to enable Portugal to increase agricultural revenue by improving productivity, at the same time, other measures connected with the Guarantee Fund are designed to limit production.

Les interventions du FEOGA, section Orientation, visent notamment les missions suivantes : (a) renforcer et réorganiser les structures agricoles, y compris celles de la commercialisation et de la transformation des produits agricoles et de la pêche, en particulier dans la perspective de la réforme de la politique agricole commune de la Communauté; (b) assurer la reconversion des productions agricoles et promouvoir le développement des activités complémentaires pour les agriculteurs dans les zones rurales; (c) assurer un niveau de vie équitable aux agriculteurs; (d) contribuer au développement du tissu social des zones rurales, à la sauvegarde de l'environnement et au maintien de l'espace rural (y compris la conservation des ressources naturelles de l'agriculture), ainsi qu'à la compensation des effets des handicaps naturels sur l'agriculture.

Assistance under the EAGGF Guidance Section is to be geared to the following tasks : a) strengthening and reorganizing agricultural structures, including those for the marketing and processing of agricultural and fishery products, especially with a view to reform of the Community's common agricultural policy, b) converting agricultural production and fostering the development of supplementary activities for farmers in rural areas, c) ensuring a fair standard of living for farmers, d) helping to develop the social fabric of rural areas, to safeguard and protect the environment, to preserve the countryside, among other things by securing the conservation of natural agricultural resources, and to offset the effects of natural handicaps on agriculture.
