Si l'on y ajoute les financements de la section Orientation (17,5 milliards d'euros au total) le financement global du développement rural dans les régions d'Objectif 1 s'élève à 27,9 milliards d'euros, soit 56% du total affecté aux mêmes fins dans l'Union européenne.

Depending on the source of financing involved and its financial management rules in the current programming period in accordance with Articles 35 and 36 and Article 47b(1) of Regulation (EC) No 1257/1999, a distinction should be made between support from the EAGGF Guarantee Section based on non-differentiated budget appropriations and the financial year ending on 15 October 2006 in the Member States of the Community as constituted at 30 April 2004 on the one hand, and other support from the EAGGF Guidance or Guarantee Section for all Member States as provided for in Articles 29 to 32 of Council Regulation (EC) No 1260/1999 of 21 June 1999 laying down general provisions on the Structural Funds on the other hand.

2. Les plafonds visés au paragraphe 1 comprennent les dotations annuelles du FEP accordées à chaque État membre conformément au présent règlement, du FEDER, du FSE et du Fonds de cohésion conformément au règlement (CE) no 1083/2006, y compris la contribution du FEDER au financement des volets transfrontaliers de l'instrument européen de voisinage et de partenariat et de l'instrument de préadhésion, ainsi que la part du Feader provenant de la section Orientation du Fonds européen d'orientation et de garantie agricole.

The ceilings referred to in paragraph 1 include the total annual allocations from the EFF for any Member State pursuant to this Regulation, and from the ERDF, the ESF and the Cohesion Fund pursuant to Regulation (EC) No 1083/2006 including the contribution from the ERDF to the financing of the cross-border strand of the European Neighbourhood and Partnership Instrument and of the Instrument for Pre-Accession Assistance and from the part of the EAFRD originating from the Guidance Section of the European Agricultural Guidance and Guarantee Fund.

Concernant l’indemnisation pour les dommages encourus, il convient par ailleurs de souligner que l’intervention au titre de la section «Orientation» du FEOGA porte uniquement sur la reconstitution du potentiel de production, et non sur l’indemnisation des agriculteurs pour les pertes de revenus. Ceux-ci peuvent bénéficier d’une telle aide au titre d’un financement national, sous réserve d’une notification de cette aide et de l’accord de la Commission.
Concerning the compensation for the damages, it should also be emphasised that EAGGF Guidance intervention is limited to the reconstitution of production potential and not to compensate income losses to farmers for which such assistance may be given by national funding under the prerequisite of the notification of such State Aids and the Commission approval.
