Member States may decide by 1 August of any given year to grant, from the following year, an annual payment to farmers who are entitled to a payment under the basic payment scheme referred to in Sections 1, 2, 3 and 5 of Chapter 1 or under the single area payment scheme referred to in Section 4 of Chapter 1 ("the redistributive payment").

The Member States having granted payments in the sheepmeat and goatmeat sector or the beef and veal payments in accordance with Section 2 of Chapter 5 of Title III of Regulation (EC) No 1782/2003 may decide, by 1 August 2009, to continue to grant these payments under the conditions laid down in this Section.

1. In 2015, Bulgaria and Romania may use national direct payments in order to complement payments granted under the basic payment scheme referred to in Sections 1, 2 and 3 of Chapter 1 of Title III. La conséquence sera que dans le Chapitre 1 Paiements directs nous aurons à ouvrir une Section 1 : Primes et à faire passer les 4 sections actuelles en sous section: sous section Prime à la brebis et à la chèvre; sous section 2: Prime supplémentaire; sous section 3 Dispositions communes; sous section 4: Limites individuelles.
This means that in Chapter 1, Direct Payments, we need to have a Section 1: Premiums, and then turn the present Sections into subsections, namely Subsection 1: ewe and she-goat premium; Subsection 2: Supplementary premium; Subsection 3: Common provisions; Subsection 4: Individual limits.
