Suggests that, given the quality of the EIB’s human resources, its detachment and its experience of financing major infrastructure, the Commission should give it the task of carrying out a strategic reflection on the funding of infrastructure, taking into account the need for balanced regional development and excluding no possible scenarios: subsidies, payment of sums subscribed by the Member States to the EIB’s capital, loans (including EIB loans, for example those financed by special loans from the Member States), innovative instruments such as the RSFF and the LGTT, financial engineering appropriate to long-term projects that are not immediately profitable, development of guarantee systems, creation of an investment section within the European Union budget, financial consortia between European, national and local authorities, public-private partnerships etc.;

En ce qui concerne plus spécifiquement le budget consacré à la politique étrangère et de sécurité commune - le budget PESC -, le Conseil a inscrit dans le projet de budget un montant de 52,6 millions d’euros en crédits d’engagement et de paiement, transférant 2 millions d’euros de la ligne budgétaire 19 03 03 (soutien au processus de paix et stabilisation) à la ligne 19 07 04 et créant une nouvelle ligne budgétaire destinée à contenir des crédits (transférés de la section Conseil du budget) pour les représentants spéciaux.
Concerning, more specifically, the common foreign and security policy budget, what is known as the CFSP budget, the Council included in the draft budget a CFSP budget amounting to EUR 52.6 million in commitment and payment appropriations, transferring EUR 2 million for the peace and stabilisation process - budget line 19 03 03 - to line 19 07 04 and also creating a new line to contain appropriations (transferred from the Council's section of the budget) for the Special Representatives.
