(18 bis) En ce qui concerne les pays candidats à l'espace Schengen, à savoir la Bulgarie, Chypre et la Roumanie, qui soit coopèrent avec ou sont membres de l'Agence, soit ont déjà appliqué toutes les normes en vue d'une participation aux programmes et aux actions de l'espace Schengen, des dispositions doivent être prises au vu de leur inévitable adhésion à l'espace Schengen dans la planification et l'établissement du budget de l'Agence, en tenant compte du niveau élevé des normes d'application de l'acquis et de leurs frontières maritimes extérieures de nature particulièrement problématique pour la sécurité de l'Union européenne.
