Conformément à l'article 103 quindecies du règlement (CE) no 1234/2007 du Conseil , l'Espagne, le Luxembourg, Malte et le Royaume-Uni ont fait connaître avant le 1er août 2013 leur intention de procéder au transfert définitif d'une partie ou du total du montant consacré aux programmes d'aide au secteur vitivinicole visé à l'annexe X ter dudit règlement, afin d'augmenter leurs plafonds nationaux respectifs s'appliquant aux paiements directs à partir de l'année de demande 2014.
In accordance with Article 103n of Council Regulation (EC) No 1234/2007 , Spain, Luxembourg, Malta and the United Kingdom have notified by 1 August 2013 their intention to definitively transfer part or all of the amount available for the support programmes for the wine sector referred to in Annex Xb to that Regulation in order to increase their national ceilings for direct payments for the claim year 2014 and onwards.

1.1. Outre les règles générales de production énoncées aux articles 7, 8, 9 et 14, la production biologique des produits du secteur vitivinicole visés à l’article 1er, paragraphe 2, point l), du règlement (UE) n° 1308/2013 est soumise aux règles prévues dans la présente partie.
1.1. In addition to the general production rules laid down in Articles 7, 8, 9 and 14, the rules laid down in this Part shall apply to the organic production of the products of the wine sector as referred to in point (l) of Article 1(2) of Regulation (EU) No 1308/2013.

1. Lorsque plusieurs organismes payeurs sont responsables de la gestion des différents régimes énumérés à l’annexe I du règlement (UE) no 1307/2013, des mesures visées à l’article 21, paragraphe 1, points a) et b), et aux articles 28 à 31, 33 et 34 du règlement (UE) no 1305/2013, ainsi que des paiements relatifs aux régimes de soutien dans le secteur vitivinicole visés aux articles 46 et 47 du règlement (UE) no 1308/2013, les États membres veillent à ce que les cas de non-conformité constatés et, le cas échéant, les sanctions administratives correspondantes soient portés à l’attention de tous les organismes payeurs concernés par ces paiements.
1. Where more than one paying agency is responsible for the management of the different schemes listed in Annex I to Regulation (EU) No 1307/2013, of the measures referred to in Article 21(1)(a) and (b) and Articles 28 to 31, 33 and 34 of Regulation (EU) No 1305/2013 and of payments related to the support schemes in the wine sector referred to in Articles 46 and 47 of Regulation (EU) No 1308/2013, Member States shall ensure that determined non-compliances and, where applicable, any corresponding administrative penalties are brought to the attention of all paying agencies involved in those payments.

3. Pour les investissements visés à l’article 50 du règlement (UE) no 1308/2013 et l’innovation dans le secteur vitivinicole visée à l’article 51 du règlement (UE) no 1308/2013, le fait générateur du taux de change est le 1er janvier de l’année au cours de laquelle la décision d’octroi de l’aide est prise.
3. For investments referred to in Article 50 of Regulation (EU) No 1308/2013 and the innovation in the wine sector referred to in Article 51 of Regulation (EU) No 1308/2013, the operative event for the exchange rate shall be 1 January of the year in which the decision to grant the aid is taken.

1) "produits vinicoles aromatisés": les produits issus de produits du secteur vitivinicole visés dans le règlement (UE) n° [XXXX/20XX. COM(2010) 799 final, OCM unique aligné], et qui ont été aromatisés dans les conditions prévues à l'annexe I. Ils sont regroupés comme suit:

(14) Parmi les mesures visées au titre du règlement (CE) n° 1698/2005, celles dont la liste suit devraient présenter un intérêt pour le secteur vitivinicole: installation des jeunes agriculteurs, investissements dans des équipements techniques et améliorations relatives à la commercialisation, formation professionnelle, aide à l'information et à la promotion pour les organisations de producteurs qui rejoignent un régime de qualité, aides à caractère agroenvironnemental, retraite anticipée des agriculteurs qui décident d'abandonner définitivement toute activité agricole commerciale afin de transmettre leur exploitation à d'autres agriculteurs.
(14) The following measures in pursuant to Regulation (EC) No 1698/2005 should be of interest for the wine sector : setting up of young farmers and investments in technical facilities and marketing improvements, vocational training, information and promotion support for producers" organisations after entering quality scheme, agri-environment support, early retirement to be granted to farmers who decide to stop all commercial farming activity definitively for the purpose of transferring the holding to other farmers.
