In addition to the policies sustaining the rural sector, the EU should target specific support on increasing the competitiveness and productivity of African agriculture through: (i) policies and programmes to improve the functioning of national and regional input and output markets, including through rural infrastructure and to promote organic farming and fair trade; (ii) the management of shocks, in particular through novel insurance instruments; and (iii) the strengthening of pro-poor, demand-driven agricultural research and extension, in particular by promoting research collaboration between the European and African research communities, at the level of the Consultative Group on International Agricultural Research (CGIAR) and by supporting regional research coordination mechanisms.

Les États membres et les régions sont invités en conséquence à se demander, lors de la révision à mi-parcours de leur programmation des Fonds structurels, si leur programmation actuelle en matière de développement rural et les diverses mesures proposées conviennent pour aider les agriculteurs et les autres acteurs du secteur rural à s'adapter au nouveau cap de la politique agricole, précédemment décrit.
Member States and regions are therefore being asked to examine in the mid-term review their Structural Fund programming to determine whether their current rural development programming and the range of measures offered are well-suited to helping both farmers and other rural actors adapt to the new direction of long-term policy for agriculture outlined above.
