The Chairman: Moving on, pursuant to Standing Order 108(3)(e), the consideration of the Public Accounts of Canada 1997, we have witnesses today from the Treasury Board, Mr. Colin Potts, deputy comptroller general, and Mr. Rick Neville, assistant secretary and assistant comptroller general.

Pour mon exposé d'aujourd'hui, j'aimerais rappeler un peu l'évolution de cet enjeu depuis les années 1990 et le rapport de 1994 du PNUD sur le développement humain, jusqu'à la résolution 1325 qui favorise l'intégration du principe de l'égalité entre les sexes à la doctrine de la responsabilité de protéger. Nous allons jeter un rapide coup d'œil au Plan d'action national du Canada de 2010, au New Deal sur notre engagement à l'égard des États fragiles de 2011, au Plan d'action national hollandais révisé pour 2012-2015, et nous allons terminer par le rapport déposé par le secrétaire général en mars 2013 et un bref tour d'horizon des projets de sensibilisation et des stratégies de mise en œuvre adoptés au Canada et ailleurs dans le monde.
For today's presentation, I want to set the context starting in the 1990s with the UNDP Human Development Report of 1994, going to a point about engendering the " responsibility to protect" doctrine with 1325, taking a quick look at the Canadian national action plan of 2010, referencing the new deal regarding engagement with fragile states 2011, and looking at the revised Dutch national action plan set for 2012 to 2015, ending with some reference to the Secretary-General's report of March 2013, and also two quick references to educational initiatives and implementation strategies both here in Canada and international.

Toutefois, en vue de réduire au maximum ces obligations, nous ne nous contentons pas d'en parler ; nous allons nommer, dans un avenir assez proche, un secrétaire général adjoint, un secrétaire général adjoint supplémentaire qui aura comme mandat et comme tâche spécifiques d'identifier les meilleures pratiques et de les diffuser au sein de la Commission ; il devra aussi garantir une réduction radicale des procédures, cause de tant de paperasserie, de tant de bureaucratie et, je dirais aussi, de tant de frustration, non seulement au niveau des citoyens et des entreprises de l'Union, mais aussi de toutes les personnes qui travaillent pour la Commission.
In order however to strip back those obligations to their minimum, we are not just talking about it; we will be appointing in the very near future a deputy secretary-general, an additional deputy secretary-general with the specific mandate and mission of identifying best practices and spreading them throughout the Commission and of ensuring a radical reduction in the procedures which generate so much paper, so much bureaucracy and I must say so much frustration, not only for the citizens and businesses of the Union but for the people who work for the Commission too.

Mr. Gordon Kirkby (Parliamentary Secretary to Minister of Justice and Attorney General of Canada, Lib.): Madam Speaker, I note with interest that the Reform Party on many occasions stands to ask when are we going to stand up for the rights of the victims or when are we going to put the rights of the victims ahead of the accused in every single case.
