Si, à la fin de 1997, la date du début de la troisième phase n'a pas été fixée, les États membres concernés, les institutions de la Communauté et les autres organismes concernés effectuent avec diligence tous les travaux préparatoires au cours de l'année 1998, afin de permettre à la Communauté d'entrer irrévocablement dans la troisième phase le 1er janvier 1999 et de permettre à la BCE et au SEBC de commencer à exercer pleinement leurs fonctions à compter de cette date.
If by the end of 1997 the date of the beginning of the third stage has not been set, the Member States concerned, the Community institutions and other bodies involved shall expedite all preparatory work during 1998, in order to enable the Community to enter the third stage irrevocably on 1 January 1999 and to enable the ECB and the ESCB to start their full functioning from this date.

35. considère que l'européanisation de la structure de supervision financière, la transparence du marché financier, des règles de la concurrence effectives et des réglementations appropriées sont nécessaires à moyen terme, afin d'améliorer la gestion des crises et la coopération entre le Système européen de banques centrales (SEBC), les autorités de supervision, les gouvernements et les acteurs du marché; estime que la mise en place d'un cadre de supervision intégré, complet (couvrant tous les secteurs financiers)et cohérent, en commençant par adopter une approche équilibrée pour réguler la propagation transfrontalière du risque financier sur la base d'une législation harmonisée, diminuerait les coûts de mise en conformité pour les activités relevant de plusieurs juridictions; note que la surréglementation (la réglementation dépassant les exigences minimales de la législation communautaire) et l'arbitrage réglementaire devraient être évités; invite la Commission à présenter des propositions visant à réviser la structure actuelle de supervision, en accord avec ces principes; est d'avis que les responsabilités de la BCE en matière de supervision devraient s'étendre au-delà des frontières de la zone euro, par l'intermédiaire du Système européen de banques centrales;
35. Considers a Europeanisation of the financial supervision structure, financial market transparency, effective competition rules and appropriate regulation to be necessary in the medium term, in order to improve crisis management and cooperation between the European System of Central Banks (ESCB), supervisory authorities, governments and market participants; takes the view that an integrated, comprehensive (covering all financial sectors), consistent and coherent supervisory framework starting with a balanced approach in regulating the cross-border spread of financial risk on the basis of harmonised legislation would decrease compliance costs in the case of multi-jurisdiction activities; notes that 'gold plating' (regulating beyond the minimum requirements of EC legislation) as well as regulatory arbitrage should be avoided; calls on the Commission to put forward proposals for revising the existing supervisory architecture along those principles; is of the opinion that any supervisory role of the ECB should be extended beyond the borders of the euro area, via the ESCB;
