Afin de permettre à la procédure d'évaluation de se poursuivre dans de bonnes conditions scientifiques, la modification vise à proroger la date à laquelle l'administration, à des animaux destinés à la production d'aliments, de médicaments vétérinaires contenant des substances actives qui ne figurent pas aux annexes I, II ou III du règlement, sera interdite dans la Communauté.
In order to allow the Community evaluation procedure to continue on a sound scientific basis, the amendment extends the time limit by which the administration to food-producing animals of veterinary medicinal products containing active substances which are not mentioned in Annexes I, II or III to the Regulation will be prohibited within the Community.

5. Quant aux aspects scientifiques, le Conseil se félicite des initiatives prises par la Commission sur deux points : a) demander au groupe présidé par le professeur Charles Weissmann d'examiner les trois questions suivantes : - examiner l'état actuel des recherches en ce qui concerne l'ESB et la maladie de Creuzfeldt-Jakob (MCJ), - appeler l'attention de la Commission sur la nécessité de poursuivre les recherches sur ces questions, - examiner spécifiquement la question d'un lien éventuel entre l'ESB et la MCJ et recenser les organismes et instituts de recherche compétents pour effectuer la recherche nécessaire ; b) créer dès que possible un comité scientifique multidisciplinaire rassemblant des experts en matière de médecine humaine, médecine vétérinaire, santé publique et santé des animaux, toxicologie et biologie, dont le rôle sera de donner des avis scientifiques à la Commission et de faire des recommandations sur les questions relevant de la compétence communautaire.
5. In relation to the scientific aspects, the Council welcomes the initiatives taken by the Commission on two aspects: (a) asking the Group chaired by Prof. Charles Weissmann to examine the following three questions: - to review the present state of research in relation to BSE and Creutzfeld-Jakobs-Disease (CJD), - to recommend to the Commission the need for further research into these questions, - to specifically review the question of a possible link between BSE and CJD and to identify those research bodies and institutes relevant to carry out the necessary research (b) creating as soon as possible a multi-disciplinary scientific committee, combining expertise on human medicine, veterinary, public and animal health, toxicology and biology, to give scientific advice to the Commission and make policy recommendations on matters of Community competence.

Ils sont convenus qu'il faut s'employer à intensifier, améliorer et rationaliser la coopération dans ce secteur en faisant le plus largement usage des accords bilatéraux entre les pays de l'AELE et les Communautés européennes, en vue d'élargir la coopération en matière de recherche et de développement à l'intèrieur du programme-cadre des Communautés et de contribuer à la création de l'Europe scientifique et technique. 12. Ils sont par ailleurs convenus qu'il convient de poursuivre les échanges d'information et d'expérience dans les domaines suivants : - Situation économique - Protection des consommateurs - Mesures antidumping - Législation sur les produits alimentaires - Mesures vétérinaires et phytosanitaires - Droit des sociétes.
They agreed that efforts should be made to increase, improve and rationalize co-operation in this field making the utmost use of the bilateral agreements between the EFTA countries and the European Communities in order to expand research and development co- operation within the framework programme of the Communities and contribute to the creation of the Scientific and Technological Europe. 12. They furthermore agreed that the exchange of information and experience should continue in the field of : - Economic situation - Consumer protection - Anti-dumping measures - Foodstuff legislation - Veterinary and phytosanitary measures - Company law.
