Over the past months we have taken important steps to address deficiencies at our external borders.

Clearly today we are not just discussing an assessment of the results for 2007, which in our particular area have been positive, in my opinion: we have opened up internal borders to more than 400 million EU citizens with Schengen enlargement; we have created and implemented the Fundamental Rights Agency; we have reached a very important agreement with Parliament on the Visa Information System; we have worked on immigration, as the Slovenian Minister Mr Mate mentioned, and on terrorism.

J'ai souvent indiqué, notamment à chaque étape du dialogue permanent instauré à ce sujet avec le Parlement européen, qu'il nous fallait suivre une approche par phases: dans un premier temps, nous avons pris un éventail d'initiatives politiques visant à renforcer la détermination des Etats signataires de Schengen pour qu'ils concrétisent rapidement les engagements souscrits et sur les autres pour qu'ils facilitent et simplifient les contrôles.
Mr Vanni d'Archirafi said that, at every stage of the ongoing dialogue established in this field with the European Parliament, he had recommended a phased approach: first, a range of political initiatives were taken with a view to bolstering the determination of the Schengen countries to translate their commitments into action rapidly and encouraging the others to relax and simplify checks.
