47. Considers that the signing of the Treaty of Accession on 16 April 2003 in Athens will be a historic event signalling the end of the division of our continent; stresses the inclusive and evolutionary nature of the enlargement process which offers the prospect of membership to all European countries which fulfil the political criteria and creates the possibility to promote reform, human rights, equality between women and men, political stability, sustainable development and economic prosperity within and beyond the new borders of the Union; welcomes the Commission communication to the Council and the European Parliament on Wider Europe (COM(2003) 104), which will allow concrete policies and instruments to be drawn up; stresses above all the need to prevent tensions in the new border regions by including in this strategy efficient instruments for cross-border cooperation which aim to alleviate the problems for residents living near the Schengen border; reiterates the European perspective of the countries of the Western Balkans and their status as potential candidates for EU membership and expects subsequent Presidencies to continue to intensify cooperation with them in order to promote their fullest possible integration into the political and economic mainstream of Europe;
