Since the objectives of this Regulation, namely to ensure a harmonised approach to trade in breeding animals and their germinal products and their entry into the Union, as well as to the official controls necessary to be performed on breeding programmes carried out by breed societies and breeding operations, cannot be sufficiently achieved by the Member States but can rather, by reason of its effect, complexity, transborder and international character, be better achieved at Union level, the Union may adopt measures, in accordance with the principle of subsidiarity as referred to in Article 5 of the Treaty on European Union.

They may choose from different options: to take a national approach, or a regional approach (based on administrative or agronomic criteria); to achieve a regional/national rate by 2019, or to ensure that those farms getting less than 90% of the regional/national average rate see a gradual increase (by one third of the difference between their current rate and 90% of the national/regional average) – with the additional guarantee that each payment entitlement reaches a minimum value of 60% of the national/regional average by 2019 (unless Member States decide to limit the decrease in the value of entitlements).

La Commission a présenté un programme d'action de trois ans pour simplifier les milliers de pages que compte actuellement la législation de l'UE («l'acquis»,. Ce programme couvre 222 législations de base et plus de 1400 actes juridiques connexes. Il sera régulièrement actualisé. La simplification n'est pas un cheval de Troie destiné à affaiblir une réglementation essentielle, par exemple dans les domaines de la protection des consommateurs ou de l'environnement. La véritable question, c'est de savoir si l'approche choisie initialement est la plus efficace pour atteindre les objectifs fixés. La simplification peut donc tout vouloir dire depuis la simple codification jusqu'à la modification de l'approche réglementaire choisie. Dans certains cas, elle peut même impliquer l'abrogation d'une législation existante. Mais on veillera toujours à atteindre les objectifs. En effet, meilleure réglementation ne signifie pas déréglementation. La simplification de la législation vise à rendre la réglementation européenne et nationale moins lourde pour les citoyens et les opérateurs. Elle devrait conduire à une législation qui est plus facile à appliquer et donc plus efficace tout en conservant les objectifs politiques de l'UE.
The Commission has tabled a three year action programme for simplifying the existing thousands pages of EU legislation (“acquis”). This programme covers 222 basic legislations and over 1,400 related legal acts. It will be regularly updated. Simplification is no Trojan horse to water down essential regulatory protection in relation for instance to consumer protection or the protection of the environment. The real question is, whether the approach originally chosen is the most effective to reach the objectives set. Simplification can therefore mean everything from a simple codification to a modification of the regulatory approach chosen. It could also in some cases mean repealing existing legislation. But it will be made sure that the objectives will be reached. Better regulation is however not de-regulation. Simplification of legislation means making regulation at EU and national level less burdensome for citizens and operators. It should lead to legislation that is easier to apply and therefore more effective while preserving the policy objectives of the EU.

Si le gouvernement est certain de son approche en disant que ce projet de loi va permettre de diminuer la prostitution, en tant que parlementaires, pour déterminer l'efficacité d'une loi et savoir si elle doit être modifiée, on a besoin de savoir si l'approche du gouvernement et si le but de la loi fonctionnent.
