Mac Harb (Ottawa-Centre, Lib.): Monsieur le Président, j'ai une pétition signée par bon nombre d'électeurs d'un peu partout au pays qui demandent au Parlement de modifier la Loi sur le divorce en incluant la disposition du projet de loi C-340 concernant le droit des parents des conjoints, à savoir les grands-parents, d'avoir accès aux enfants ou d'en avoir la garde.
Mr. Mac Harb (Ottawa Centre, Lib.): Mr. Speaker, I wish to present a petition signed by many constituents from across the country, asking parliament to amend the Divorce Act to include the provision supported by Bill C-340, which is the right of the spouses' parents, that is, the grandparents, to have access to or custody of the children.

(Return tabled) Question No. 841 Ms. Rathika Sitsabaiesan: With regard to applications received by Citizenship and Immigration Canada (CIC) since December 2011: (a) broken down by visa office, (i) how many Parent and Grandparent Super Visa applications have been received, (ii) how many applications for the Parent and Grandparent Super Visa have been denied, (iii) how many applications for the Parent and Grandparent Super Visa have been approved; (b) broken down by visa office, (i) how many family class Permanent Residency applications have been withdrawn, (ii) how many family class Permanent Residency applications have been finalized; (c) broken down by visa office, how many officers work on Parent and Grandparent Super Visa applications; (d) since December 2011, (i) how much money has been spent on advertising and promotion of the Super Visa program abroad, (ii) in which countries is the Super Visa being promoted; (e) has Citizenship and Immigration Canada encountered any problems or complaints concerning the Super Visa and, if so, what were these complaints and where were they located; (f) has Citizenship and Immigration Canada received any complaints concerning the exclusion of the dependent children of parents and grandparents from the Super Visa; and (g) does Citizenship and Immigration Canada foresee the inclusion of dependent children in the Parent and Grandparent Super Visa?

32. rappelle que, en vertu du règlement (CE) n° 2201/2003 , les enfants dont les parents sont séparés doivent pouvoir maintenir les relations avec chacun d'entre eux même s'ils vivent dans des États membres différents; souligne que, si l'instauration et la mise en œuvre des règles de fond sur les droits d'accès relèvent à l'heure actuelle de la compétence des États membres, ces derniers doivent respecter, lorsqu'ils exercent leurs pouvoirs, le droit de l'Union, notamment les dispositions du traité portant sur la liberté de l'ensemble des citoyens européens de voyager et de résider dans un autre État membre ainsi que la conservation des liens entre parents et enfants, grands-parents et petits-enfants ou frères et sœurs; note aussi que les délais parfois longs et le nombre de procédures que doivent suivre les parents désirant retourner dans leur pays d'origine avec leurs enfants sont une entrave à la libre circulation des citoyens de l'Union européenne; demande à la Commission d'examiner les allégations de discrimination envers le conjoint non allemand dans les mariages mixtes portées contre les services d'aide sociale à l'enfance et à la jeunesse en Allemagne (Jugendämter );
32. Recalls that Regulation (EC) No 2201/2003 lays down the principle that children should be able to maintain their relationships with both parents after the latter have separated, even if they live in different Member States; points out that, although the introduction and application of substantive rules on access rights is currently a Member State matter, the Member States must respect Union law when exercising their powers, in particular the Treaty provisions concerning the freedom of all EU citizens to travel and reside in another Member State as well as maintaining ties between parents and children, grandparents and grandchildren, and brothers and sisters; adds that the occasionally lengthy waiting periods and the number of procedures constraining parents who wish to return to their home country with their child/children are a barrier to the free movement of EU citizens; calls on the Commission to investigate alleged discrimination against the non-German spouse in mixed marriages by the German Youth Welfare Office (Jugendamt );

Je soutiens la majorité de ces propositions, à l’exception du texte qui souligne l’importance des membres plus âgés de la famille, à savoir les grands-parents, et de l’aide qu’ils peuvent apporter aux parents qui étudient ou travaillent.
I support most of the proposals, with the exception of the text that emphasises the importance of older family members, namely grandparents, and what they can do to help students or working parents.

Je suis sûr que, comme moi, quand il est revenu au Canada, il s'est rendu compte combien nous sommes chanceux de vivre ici, chanceux que nos parents, ou encore nos grands-parents, aient choisi de déménager au Canada, chanceux d'être nés ici, d'avoir des gouvernements stables et de savoir qu'on aura un emploi quand on obtiendra un diplôme d'études secondaires, universitaires ou collégiales.

I want to take this opportunity to repeat what the previous government had done and what the current government has abandoned: a $700 million investment over five years to improve the immigration system; $920 million over five years in a Canada-Ontario immigration agreement; $150 million to help internationally trained workers, in contrast to Conservatives' measly $18 million; a $69 million investment over two years to process citizenship applications faster; helping parents and grandparents expedite their immigration sponsorship faster; a $20 million investment to conduct a review of the existing Citizenship Act; allowing international students to work off campus while enrolled at an eligible post-secondary institution; and allowing spouses and common law partners of Canadian citizens and permanent residents, regardless of their status, to remain in Canada while their applications are being considered.

Une des grandes préoccupations des parents et grands-parents d'un enfant gravement handicapé est de savoir comment assurer au mieux la sécurité financière de leur enfant lorsqu'ils ne sont plus capables d'offrir un soutien.
An important consideration for parents and grandparents of a child with severe disabilities is how best to ensure the financial security of their child, when they are no longer able to provide support.
