Nous avons désormais reçu la demande des autorités françaises de recevoir l'aide du Fonds de Solidarité de l'UE pour aider à reconstruire en Guadeloupe et surtout à Saint-Martin; aujourd'hui, la ministre française des Outre-mer Annick Girardin rencontrera mon collègue Pierre Moscovici pour lui remettre la demande en main propre.
We have now received a request from the French authorities for aid from the EU Solidarity Fund to help with reconstruction on Guadeloupe and Saint Martin in particular; French Overseas Minister Annick Girardin will today meet my colleague, Pierre Moscovici, to hand him the request in person.

M. le Président annonce que suite à une demande faite lundi à l'ouverture de la session (point 2 du PV du 11.9.2017) il signera aujourd'hui une lettre à l'intention du Président de la Commission, Jean Claude Juncker, pour lui demander de trouver une solution afin de fournir une aide financière à la partie néerlandaise de l'île de Saint-Martin, dévastée par l'ouragan Irma.
The President announced that, following a request made on Monday at the opening of the part-session (minutes of 11.9.2017, item 2), he would that day sign a letter to the President of the Commission, Jean-Claude Juncker, asking him to find a way of providing financial aid to the Dutch part of the island of St Martin, which had been devastated by Hurricane Irma.

Conformément à l'exposé des motifs accompagnant la proposition de la Commission, la décision 2004/162/CE du Conseil du 10 février 2004 (modifiée par les décisions du Conseil 2008/439/CE du 9 juin 2008 et 448/2011/UE du 19 juillet 2011), adoptée en vertu de l'article 299, paragraphe 2, du traité CE (qui correspond aujourd'hui à l'article 349 du traité FUE), autorise la France à appliquer, jusqu'au 1 juillet 2014, des exonérations ou des réductions de la taxe dite "octroi de mer" pour un certain nombre de produits fabriqués dans ses régions ultrapériphériques (à l'exclusion de Saint-Martin), afin de renforcer la compétitivité et de compenser les coûts de production supplémentaires résultant de l'éloignement, de la dépendance à l'égard des matières premières et de l'énergie, de l'obligation de constituer des stocks plus importants, de la faible dimension du marché local et de l'activité exportatrice peu développée.
According to the Commission proposal explanatory memorandum, Council Decision 2004/162/EC of 10 February 2004 (as amended by Council Decisions 2008/439/EC of 9 June 2008 and 448/2011/EU of 19 July 2011), adopted on the basis of Article 299(2) of the EC Treaty (now Article 349 TFEU), authorises France, until 1 July 2014, to apply exemptions or reductions to the ‘dock dues’ tax for a number of products produced in the French outermost regions (excluding Saint Martin), in order to enhance competiveness and to compensate for the additional costs of production due to isolation, raw material and energy dependence, the obligation to build up stocks, the small size of the local market and the low level of export activity.
