considérant que, dans l'Union européenne, la détérioration du climat économique ainsi que l'absence d'une bonne stratégie pour l'emploi, telle que proposée dans le Livre blanc Delors, notamment en son chapitre 10, ont déterminé une hausse du niveau du chômage, interrompant la tendance à la baisse qui s'était amorcée au printemps de 1994, tandis que l'on risque aussi de voir les effets combinés des politiques déflationnistes menées par les États membres au nom des critères de convergence de l'UEM définis dans le traité de Maastricht compromettre l'utilité des sacrifices consentis par les travailleurs,
F. whereas the worsening economic climate and the lack of an appropriate job creation strategy as proposed inter alia in the Delors White Paper, in particular Chapter 10, has led to an increase in the level of unemployment in the EU, interrupting the downward trend that began in spring 1994, while there is still a risk that the combined effects of deflationary policies carried out by Member States which are invoked by the EMU convergence criteria, as laid down in the Maastricht Treaty, are jeopardizing the sacrifices made by workers,
