Le bilan s’est révélé mitigé: cinq pays ont dépassé l’objectif de 33 % et cinq autres en sont proches, mais la majorité est à la traîne, huit pays atteignant à peine 10 %, voire moins[6]; quant à l’objectif de 90 %, huit pays l’ont dépassé et trois autres n’en sont pas loin, mais près d’un tiers des États membres n’atteint pas 70 %.
Progress has been uneven. For 0-3 year olds, five countries have exceeded the 33% target, and five others are approaching it, but the majority is falling behind, with eight achieving only 10% or less.[6] For the over 3 year olds, eight countries have exceeded the 90% target and three others are approaching it, but coverage is below 70% in close to one third of the Member States.
