Having regard to Decision 2003/430/EC of the European Parliament and of the Council of 19 May 2003 on the revision of the financial perspective ,

1. rappelle que des besoins nouveaux, imprévus au moment où les perspectives financières ont été arrêtées, supposent en principe une révision desdites perspectives financières; considère que la perspective d'une Serbie démocratique, s'ajoutant aux nouveaux besoins actuels dans le reste des Balkans, font d'une révision du plafond de la rubrique 4 une nécessité politique; note l'estimation des besoins d'une Serbie démocratique figurant dans la proposition modifiée de la Commission relative à un règlement du Conseil concernant l'aide à l'Albanie, à la Bosnie-Herzégovine, à la Croatie, à la République fédérale de Yougoslavie et à l'ancienne République yougoslave de Macédoine (CARDS) et dans la proposition de la Commission relative à une révision des perspectives financières, et invite le Conseil à communiquer sans délai son estimation des besoins financiers de la région, qui doit être présentée au sommet des Balkans qui se tiendra à Zagreb le 24 novembre 2000;
1. Recalls that new needs unforeseen at the time the financial perspective was agreed in principle require a revision of that financial perspective; considers that the prospect of a democratic Serbia, in addition to the existing new needs in the rest of the Balkans, makes a revision of the ceiling in heading 4 a political necessity; notes the Commission's estimate of the needs for a democratic Serbia contained in its amended proposal for a Council regulation on assistance for Albania, Bosnia and Herzegovina, Croatia, the Federal Republic of Yugoslavia and the former Yugoslav Republic of Macedonia (CARDS) and its proposal for a revision of the financial perspective and calls upon Council to forward its estimates on the financial needs for the region to be presented at the Balkan Summit in Zagreb on 24 November 2000 without delay;

4. attend, avec grand intérêt, l'évaluation pluriannuelle précise des besoins de reconstruction du Kosovo que la Commission doit présenter, ainsi que le programme d'assistance pour les Balkans occidentaux qu'elle s'est engagée à présenter d'ici avril 2000 ; considère que la proposition de révision des perspectives financières qui en résultera doit être présentée dans les mêmes délais ;

Awaits, with great interest, the precise multiannual assessment of Kosovo reconstruction requirements, to be submitted by the Commission, and the programme of assistance for the Western Balkans which it has undertaken to submit by April 2000; considers that the resulting proposal for revision of the financial perspective should be submitted by the same deadline;

L'Accord interinstitutionnel prévoit en fait deux types de procédures pour faire face à des besoins qui dépasseraient le plafond d'une rubrique des perspectives financières. D'une part l'instrument de flexibilité et la révision des perspectives financières d'autre part.
The Interinstitutional Agreement provides for two types of procedure to meet requirements which exceed the ceiling of a heading in the financial perspective: the flexibility instrument and revision of the financial perspective.

The following should be mentioned, among others, the Declaration on the agricultural guideline (which confirms the principles and mechanisms) and the Declaration on the Balkan situation (which points to a possible revision of the financial perspective in order to cover additional expenditure).
