Il convient toutefois de rappeler que la promotion des questions liées à la CPI ne peut se restreindre à celles, quoique très importantes, des signatures et des ratifications du Statut. En effet, ainsi qu'elle l'a démontré lors de la session de juin de la Commission préparatoire de la Cour pénale, l'UE a réaffirmé son attachement à l'intégrité du Statut de la CPI. Elle a par conséquent refusé de modifier le Statut afin de satisfaire la demande de certains États tiers d'exclure la demande de remise à la CPI de ressortissants d'États non parties du statut. Cette position sera évidemment maintenue lors de réunions ultérieures.
It should, however, be pointed out that the promotion of matters related to the ICC cannot be limited to the albeit very important matters of signing and ratifying the Statute, for, as it showed at the June meeting of the UN Preparatory Commission for the International Criminal Court, the European Union has restated its commitment to the integrity of the ICC Statute, and has consequently refused to amend the Statute in order to satisfy the demands of some third countries to withdraw the requirement to hand nationals of states that are not party to the Statute over to the ICC. This is clearly a position which will be upheld at future meetings.

La réalité, c'est qu'habituellement, si on aboutit dans une impasse pendant ces réunions de réglementation et qu'on ne peut pas arranger ou changer le site choisi de façon à satisfaire les organismes de réglementation, on retire la demande.
The reality is that, usually, if you hit an impasse in those regulatory meetings where you cannot mitigate or you cannot change the site design in a way that satisfies the regulators, you withdraw your application.
