C’est autour du sommet UE-ALC que s’articule la mise en œuvre du partenariat stratégique. Il facilite le dialogue au niveau le plus élevé, souligne la nature particulière de la relation et alimente le programme birégional. Le tout dernier sommet, qui s'est tenu à Lima en 2008, a permis de débattre des positions sur des sujets stratégiques qui figurent en bonne place sur le programme birégional et international, tels que la pauvreté et le changement climatique. On observe la même tendance dans d’autres réunions birégionales à haut niveau, telles que la réunion ministérielle UE-Groupe de Rio, qui a eu lieu à Prague (mai 2009), axée sur la crise économique et financière, les énergies renouvelables et la sécurité énergétique.
The EU-LAC Summit process is key to implementing the Strategic Partnership. It facilitates dialogue at the highest level, underscores the special nature of the relationship and fuels the bi-regional agenda. The most recent Summit in Lima in 2008 was a chance to discuss positions on strategic topics that are high on the bi-regional and international agenda, such as poverty and climate change. The same trend is noticeable at other high-level bi-regional meetings, such as the EU-Rio Group Ministerial Meeting that took place in Prague (May 2009) and focused on the economic and financial crisis, renewable energy and energy security.

20. se félicite de l'adoption, lors de la réunion ministérielle économique informelle UE-États-Unis, du programme de travail commun UE-États-Unis pour la mise en application de la déclaration économique, qui prévoit des actions concrètes dans onze domaines afin de faire progresser l'intégration économique transatlantique; demande toutefois aux deux partenaires de s'engager à une réelle mise en œuvre et à un approfondissement de ce programme de travail commun, avec des orientations qui soient mieux tracées et plus ambitieuses, des objectifs stratégiques à long terme et un calendrier précis pour la réalisation d'actions et de projets communs, qui tienne compte du rôle spécifique des agences indépendantes de réglementation; relève à ce propos que les parties prenantes aux dialogues transatlantiques déjà établis, y compris les groupes de consommateurs, les syndicats et les groupes de protection de l'environnement, devraient participer plus activement au suivi et à l'évaluation de l'initiative économique et du programme de travail;

Supports the adoption at the EU-US Economic Ministerial Meeting of the joint EU-US Work Programme for the implementation of the Economic Declaration, which contains concrete activities in eleven areas to move forward transatlantic economic integration; calls, however, on both partners to engage in genuine implementation and deepening of this joint Work Programme with a greater and more ambitious sense of direction, long- term strategic objectives and a detailed timetable for the implementation of joint actions and projects that takes into account the specific role of independent regulatory agencies; notes in this respect that stakeholders from the already established transatlantic dialogues, including consumer groups, unions and environmental groups, should be more actively involved in the process of monitoring and reviewing the Economic Initiative and Work Programme;

(7) The United Nations/Economic Commission for Europe Convention on Environmental Impact Assessment in a Transboundary Context of 25 February 1991, which applies to both Member States and other States, encourages the parties to the Convention to apply its principles to plans and programmes as well; at the second meeting of the Parties to the Convention in Sofia on 26 and 27 February 2001, it was decided to prepare a legally binding protocol on strategic environmental assessment which would supplement the existing provisions on environmental impact assessment in a transboundary context, with a view to its possible adoption on the occasion of the 5th Ministerial Conference "Environment for Europe" at an extraordinary meeting of the Parties to the Convention, scheduled for May 2003 in Kiev, Ukraine.
