There are four key messages from us: first, we cannot accept the election results as announced by Ukraine's central election commission; second, the Canadian government has called for a full investigation of the results of the Ukrainian election; third, we believe that no announcement of a winner should be made before that full investigation has happened; and last, Canada has no choice but to examine its relations with Ukraine if the authorities are unable to demonstrate that the result of the election reflects the democratic will of the people.

Il a rappelé que, se fondant sur les informations fournies par la mission d'observation de l'Union européenne chargée de superviser les élections présidentielles qui ont eu lieu au Togo le 21 juin 1998, la présidence a publié, le 26 juin 1998, une déclaration au nom de l'Union européenne, exprimant de vives préoccupations sur l'organisation des élections présidentielles, exprimant de sérieux doutes sur la crédibilité des résultats électoraux annoncés le 24 juin par le ministre togolais de l'Intérieur et affirmant qu'elle ne manquerait pas de tirer les conclusions de cette situation.
It is recalled that on the basis of information supplied by the European Union electoral observer mission to supervise the presidential elections held in Togo on 21 June 1998, the Presidency issued on 26 June 1998 a declaration on behalf of the EU expressing deep concern about the conduct of the presidential elections, voicing serious doubts about the credibility of the election results announced by the Togolese Minister for the Interior on 24 June 1998 and stating that it would draw its own conclusions from the current situation.
