I believe in Manitoba I've seen a resolution emanating from that body seeking and requesting of the Parliament of Canada preliminary discussions leading towards a constitutional amendment to give municipal governments in the country more powers, arising from a belief that as creatures of powers from section 92 they feel somewhat stifled; they are closer to the people as politicians in a body working with the immediate needs of the constituents, and they need more powers to be able to do this.
