La Commission soutiendra la coopération industrielle au niveau euro-méditerranéen en poursuivant la mise en œuvre de la Charte euro-méditerranéenne des entreprises, en adaptant cette dernière aux besoins des PME conformément au Small Business Act de l'UE, ainsi qu'en partageant les bonnes pratiques et en ouvrant les activités et les réseaux dans les secteurs prioritaires (textile, tourisme et matières premières).
The Commission will promote industrial cooperation at Euro-Mediterranean level by continuing to implement the Euro-Mediterranean Charter for Enterprise, by adapting the Charter to the needs of SMEs in line with the EU’s Small Business Act and by sharing good practices and opening activities and networks in priority sectors (textiles, tourism, raw materials).

The Action Plans will build on existing bilateral or regional initiatives, such as the EU-Russia Energy Dialogue, the Tacis-funded Inogate programme dealing with the Caspian basin (oil and gas pipeline systems); energy co-operation in the context of the Euro-Mediterranean partnership (in particular the creation of a Euro-Maghreb electricity market, which could be complemented with a gas market, and the agreed Euro-Mediterranean energy networks); enhanced energy co-operation between Israel and the Palestinian Authority; increased gas co-operation in the Mashrek region (all in the Euro-Mediterranean context), as well as Moldova's observer status in the South East Europe Regional Energy Market initiative.

The Barcelona Declaration stresses that the participants "acknowledge the pivotal role of the energy sector in the economic Euro-Mediterranean partnership and decide to strengthen cooperation and intensify dialogue in the field of energy policies. They also decide to create the appropriate framework conditions for investments and the activities of energy companies, cooperating in creating the conditions enabling such companies to extend energy networks and promote link-ups".
