This priority network should be distinguished by full interoperability (i.e. implementation of European Rail Traffic Management and all other Technical Specifications in the railway sector; implementation of the Single Sky policy and the ATM Master Plan; interoperability in other ITS sectors) and, furthermore, target agreed capacity standards for all infrastructure components involved (Currently, the TEN-T Guidelines only include target standards in the inland waterway sector.) Other Community action that interrelates with infrastructure design – such as the possible introduction of larger and heavier road vehicles or intelligent motorways – should also be taken into account.

Stresses that real and effective single market accessibility for all EU regions is a prerequisite for the free movement of people, goods, capital and services, and thus for a strong and dynamic single market; points out, in this connection, the essential role played by the Union’s regional policy in terms of developing infrastructure and with regard to economically and socially coherent and balanced development of regions; welcomes the Commission’s proposal to adopt in 2011 a revision of the Community guidelines for the development of the trans-European transport network, as well as a proposal on a global framework for the funding of transport infrastructure; advocates a regional approach making use of the Structural Funds to encourage investment in cross-border energy, transport, communication, health and environmental, research and education infrastructure in order to provide access to essential services for all and to ensure the harmonious functioning of the internal market; calls for the development of innovative sources of funding (such as public-private partnerships, project bonds and user charges), while fully respecting the need for high level of quality and universal access to the services of general interest, as key instruments in favouring project execution; underlines in this context the need to support the development of a range of public-private partnerships, including at local and regional level; calls on the Commission and the Member States jointly to address the complexity of the rules governing revenue-generating projects;

Strengthening the Community’s energy network: the objective of Community energy policy is to create a stronger and better connected energy network and better network management and infrastructure planning and to speed up the incorporation of new power stations into the electricity network; all this helps to increase the network’s ability to deal with shocks, such as interruptions to supplies, accidents and variable flows from renewable resources.

(10b) “specific body” means a body entrusted by EU energy sector-specific legislation with the preparation and adoption of EU-wide multi-annual network development and investment plans in energy infrastructure, such as the European network of transmission system operators for electricity in accordance with Article 4 of Regulation (EC) No 714/2009 of the European Parliament and of the Council of 13 July 2009 on conditions for access to the network for cross-border exchanges in electricity and the European network for transmission system operators for gas in accordance with Article 4 of Regulation (EC) No 715/2009 of the European Parliament and of the Council of 13 July 2009 on conditions for access to the natural gas transmission networks.

Notes that Community funds for financing trans-European transport projects remain limited, and the added value of the TEN-T programme cannot be attained unless the entire network is completed; emphasises the financing of infrastructures (especially where congestion problems are significant), the cross border sections and transport hubs; considers that priority investment progress is slower than expected; emphasises that the key TEN-T projects − supervised by their coordinators − need to be selected according to their financial feasibility and in particular according to the financial willingness of the Member States concerned and their regions, and furthermore according to their level of operational feasibility and the degree of progress made in their technical planning, so as to ensure that the declarations of intent find practical expression in the investment schedules to be incorporated in the Member States" various finance laws; considers that these projects should provide proven 'pan-European added value' in terms of setting up a genuinely interconnected and interoperable trans-European network rather than creating a patchwork of national networks;
