Nous avons soutenu cette résolution dans le but, clairement, d’envoyer le message suivant: le Parlement européen et les députés européens travaillistes seront aux côtés de la population haïtienne dans le travail à long terme de reconstruction des infrastructures, des communautés et des vies qui ont été déchirées.
We have supported this resolution with the clear aim of sending the message that the European Parliament and Labour MEPs stand side-by-side with the people of Haiti in the long-term work of rebuilding the infrastructure, communities and lives which have been torn apart.

While the Member States' role will remain central in the development and financing of infrastructures, the Community can and should play a catalysing and leveraging role by helping to ensure wider and more efficient access to, and use of, the infrastructures existing in the different Member States, by stimulating the development of these infrastructures, and their networking, in a coordinated way, and by fostering the emergence of new research infrastructures of pan-European interest in the medium to long term.

In contrast to Joint Technology Initiatives (JTI) constituted as Joint Undertakings of which the Community is a member and to which it makes financial contributions, a European Research Infrastructure Consortium (hereinafter referred to as ‘ERIC’) should not be conceived as a Community body within the meaning of Article 185 of Council Regulation (EC, Euratom) No 1605/2002 of 25 June 2002 on the Financial Regulation applicable to the general budget of the European Communities (the Financial Regulation), but as a legal entity of which the Community is not necessarily a member and to which it does not make financial contributions within the meaning of Article 108(2)(f), of the Financial Regulation.

1. La présente directive vise à fixer les règles générales destinées à établir l'infrastructure d'information géographique dans la Communauté européenne (ci-après dénommé «INSPIRE»), aux fins des politiques environnementales communautaires et des politiques ou des activités de la Communauté susceptibles d'avoir une incidence sur l'environnement.

The purpose of this Directive is to lay down general rules aimed at the establishment of the Infrastructure for Spatial Information in the European Community (hereinafter referred to as Inspire), for the purposes of Community environmental policies and policies or activities which may have an impact on the environment.

Strengthening research e-infrastructure by fostering the further development and evolution and global connectivity of high-capacity and high-performance communication and grid infrastructures and reinforcing European computing capabilities, as well as encouraging their adoption by user communities where appropriate, enhancing their global relevance and increasing the level of trust and confidence, building on the achievements of GEANT and Grid infrastructures and based on open standards for interoperability.

2. L'infrastructure d'information spatiale dans la Communauté est fondée sur les infrastructures d'information spatiale établies et exploitées par les États membres, et toute infrastructure pertinente existant déjà au niveau communautaire ..
2. The infrastructure for spatial information in the Community shall be based on infrastructures for spatial information established and operated by the Member States and on any relevant infrastructure which already exists at Community level .

(18) Afin de faciliter l'intégration des infrastructures nationales dans l'infrastructure d'information spatiale de la Communauté, il convient que les États membres donnent accès à leurs infrastructures dans le cadre d'un géoportail communautaire géré par la Commission, ainsi que par les points d'accès qu'ils décident d'ouvrir.
(18) In order to assist the integration of the national infrastructures into the infrastructure for spatial information in the Community, Member States should provide access to their infrastructures through a Community geo-portal operated by the Commission, as well as through any access points they themselves decide to operate.

* Assistance for improving the local infrastructure: this assistance should help to ensure that the presence of refugee communities doesn't put to much strains on local infrastructure (be it social infrastructure, water supply, environment, energy, transport networks etc.), and brought benefits rather than problems to the refugee-affected communities, taking into account their genuine needs and aspirations.
