Regrets that steps have not been taken to publish the arguments which are discussed at the ECB Governing Council and calls again for the minutes to be published; in this context, proposes that a summary of the stances of both the approving and dissenting parties, including the balance of votes and the dissenting opinion, should be published in an anonymous way to avoid inappropriate pressure being brought to bear on the Governing Council members; reiterates its long standing view of the need for the ECB to publish summary minutes of each Governing Council meeting shortly after the following Governing Council meeting; repeats its call for an annual publication of a country-by-country review of trends, similar to the US Federal Reserve's beige book, which would give the ECB the chance to influence the discussion of productivity trends and price and wage expectations;
