La Banque européenne d'investissement (BEI) vient d'accorder une première tranche de 22,47 millions d'EUR d'un prêt d'un montant total de 136,5 millions d'EUR, qu'elle a approuvé, pour financer la deuxième phase du programme de rénovation d'immeubles d'habitation dans le 1er arrondissement de Bucarest, la capitale de la Roumanie.
The European Investment Bank (EIB) is providing EUR 22.47 million - the first tranche of an approved EIB loan for a total amount of EUR 136.5 million - to finance the second phase of the refurbishment programme for multi-family housing in the Sector 1 municipality of the Romanian Capital of Bucharest.

Cette année, le ministère de l’environnement et plusieurs collectivités locales ont lancé la réalisation du nouveau projet de rénovation d’immeubles d’habitation collectifs en Lituanie et Šiaulių bankas a déjà approuvé le financement de 111 opérations de ce type, pour un montant total de 20,2 millions d’EUR.
This year the Environment Ministry and municipalities have begun to implement the new approach of renovating multi-apartment houses in Lithuania and Šiaulių bankas has already approved the provision of funding to 111 such projects, amounting to EUR 20.2 million.

Le concours de la BEI contribuera à financer des projets de rénovation qui renforceront encore l’efficacité énergétique des immeubles d’habitation et des bâtiments publics. Il devra également cibler les nouveaux immeubles d'habitation dont l'efficacité énergétique est bien supérieure à la norme minimale exigée en Autriche.
The EIB loan will be used to co-finance refurbishment schemes that will enhance the energy efficiency of residential and public buildings and also new housing with an energy efficiency performance substantially above the required minimum level in Austria.

4. Les États membres peuvent prévoir des dérogations aux obligations prévues aux paragraphes 1 et 2 pour certaines catégories d'immeubles, en particulier les habitations individuelles, ou les travaux de rénovation de grande ampleur, lorsque le respect de ces obligations est disproportionné, notamment en termes de coûts pour les propriétaires individuels ou les copropriétaires ou en raison du type d'immeubles, tels que certaines catégories de monuments, les bâtiments historiques, les maisons de vacances, les bâtiments militaires ou les autres bâtiments utilisés à des fins de sécurité nationale.
4. Member States may provide for exemptions from the obligations provided for in paragraph 1 and 2 for categories of buildings, in particular single dwellings, or major renovation works in cases in which the fulfilment of those obligations is disproportionate, such as in terms of costs for individual or joint owners or in terms of type of building, such as specific categories of monuments, historic buildings, holiday homes, military buildings or other buildings used for national security purposes.

There may be cases such as new single dwellings or categories of major renovation works in isolated areas where the prospect of high-speed connection is considered, on objective grounds, too remote to justify equipping a building with high-speed-ready in-building physical infrastructure or an access point or where so equipping the building would be disproportionate for other economic, urban heritage conservation or environmental reasons, such as for specific categories of monuments.
