Le programme «Consommateurs» pluriannuel pour la période 2014-2020 (ci-après dénommé «programme») devrait contribuer à assurer un niveau élevé de protection des consommateurs, et soutenir pleinement les ambitions d’Europe 2020 en matière de croissance et de compétitivité, en intégrant des aspects spécifiques identifiés dans Europe 2020 ayant trait à la stratégie numérique pour l’Europe afin que la numérisation améliore effectivement le bien-être des consommateurs, à la croissance durable par l’évolution vers des modèles de croissance plus pérennes, à l’inclusion sociale par la prise en compte de la situation spécifique des consommateurs vulnérables et des besoins d’une population vieillissante, et à une réglementation intelligente en s’appuyant notamment sur un suivi des marchés de consommation pour élaborer une réglementation intelligente et correctement ciblée.
The multiannual Consumer Programme for the years 2014-20 (‘the Programme’) should help ensure a high level of protection for consumers and fully support the ambitions of Europe 2020 as regards growth and competitiveness by integrating specific concerns identified in Europe 2020 on the digital agenda for Europe in order to ensure that digitalisation actually leads to increased consumer welfare, on sustainable growth by moving towards more sustainable patterns of consumption, on social inclusion by taking into account the specific situation of vulnerable consumers and the needs of an ageing population, and on smart regulation, inter alia, through consumer market monitoring to help design smart and targeted regulations.

La présente proposition tient compte simultanément des priorités énoncées dans la communication «Une réglementation intelligente»[1], puisqu’elle tend vers une simplification du cadre juridique existant, et des attentes des parties prenantes, en réduisant les charges administratives.
At the same time, this proposal reflects the priorities of Smart Regulation[1] by aiming to simplify the existing legal framework while reflecting stakeholders' expectations in reducing administrative burdens.
