Calls on the EU and its Member States to address the root causes of the rapidly deteriorating situation across the MENA region through a holistic and ambitious approach; supports the international campaign against ISIL/Da’esh and welcomes the commitment of the coalition partners to working together under a common strategy; welcomes, in particular, the action taken by the EU Member States participating in the international coalition against ISIS, whether in the form of military strikes or through logistical, financial and humanitarian participation; calls, however, for increased mobilisation in all spheres and emphasises the need for better-articulated actions; notes that these actions could usefully be coordinated under the auspices of the EU, if necessary as part of a Common Security and Defence (CSDP) operation, and to this end calls on the EU to develop sufficient operational capacity and to put in place a true common European defence; stresses, however, that a tailored response must be found, based on political and cross-regional differences, to the issue of combating ISIL/Da’esh, the al-Nusra Front and other terrorist groups; calls on the EU to take on the role of main facilitator of a regional dialogue involving all regional stakeholders, in particular the LAS, Saudi Arabia, Egypt, Turkey and Iran; recalls the importance of addressing the legitimate demands of local populations, notably as expressed during the Arab uprisings of 2011, with a view to ensuring the long-term stability of the region; notes the recent announcement by the LAS of the formation of a standing rapid-response unit, with a particular emphasis on fighting ISIS and other emerging terrorist groups;

Welcomes Albania’s continued constructive and proactive stance in regional and bilateral cooperation; stresses its instrumental role in strengthening regional stability; commends the political will to improve relations with Serbia; encourages Albania and Serbia to take further actions and make statements which promote regional stability and cooperation and good neighbourly relations; is disturbed by statements made by the Albanian Prime Minister in which he speculated about the unification of Albanians from Albania and Kosovo; encourages Albania to maintain its constructive position in the region and exchange with the other Western Balkan countries the knowledge and experience gained during their EU accession process, with the aim of intensifying cooperation and further stabilising the region; welcomes Albania’s full alignment with EU foreign policy positions, including the EU restrictive measures on Russia, and its participation in CSDP crisis management operations; notes its ambitions as the current Chairman-in-Office of the South-East European Cooperation Process to further promote dialogue between participating countries; invites Albania to actively participate in the implementation of the European Union’s Adriatic-Ionian strategy;

Je citerai comme exemples le projet régional en Afrique occidentale qui vise à accroître la participation des femmes dans cinq pays de la région, le projet régional en Amérique latine qui vise à accroître la participation démocratique des jeunes, en particulier celle des jeunes filles, ainsi que les projets menés en Égypte, en Jordanie, au Nigéria, au Maroc et au Kirghizstan en vue de permettre aux femmes de participer activement à la vie politique.
As examples I would like to mention the regional project in West Africa aiming at enhancing women’s participation in five countries of the region, the regional project in Latin America, seeking to enhance the democratic participation of young people, particularly girls, and the projects undertaken in Egypt, Jordan, Nigeria, Morocco and Kyrgyzstan to empower women to actively participate in political life.
