38. Supports the further development of universities in the ORs and the establishment of new centres of excellence, with a view to giving OR universities a higher profile and enhancing their drawing power in Europe; supports the development of partnerships between universities, not least as a result of the opening up of such arrangements to universities in non-EU countries with which ORs have a special relationship; calls for the additional travel costs arising as a result of the ORs’ remoteness to be under the Erasmus+ and Eures programmes, so that OR students may take advantage of European exchange and training programmes and that OR universities could seek to derive greater benefit from the Erasmus Mundus programme between the Member States and the rest of the world;

6. demande une augmentation du budget alloué au Bureau européen d'appui en matière d'asile et à l'Agence européenne pour la gestion de la coopération opérationnelle aux frontières extérieures des États membres de l'Union européenne (Frontex) pour aider les États membres dans les situations qui exigent davantage d'assistance technique et opérationnelle aux frontières extérieures, notamment celles impliquant des crises humanitaires ou des sauvetages en mer; rappelle qu'il est indispensable d'accorder des fonds suffisants à ces agences pour mettre en place une stratégie coordonnée; invite les États membres à renforcer leur coopération sur le terrain avec le Bureau européen d'appui en matière d'asile et avec Frontex, y compris par une aide en nature (détachement de fonctionnaires, appui matériel, etc.); demande au Conseil et à la Commission d'envisager la possibilité d'instaurer un garde-côtes de l'Union et de créer un nouveau bureau opérationnel de Frontex dans les régions soumises à de fortes pressions migratoires, et en particulier dans la zone méditerranéenne, les frais afférents étant pris en charge par l'État membre retenu;
6. Asks for an increase in the budget for the European Asylum Support Office (EASO) and for the European Agency for the Management of Operational Cooperation at the External Borders of the Member States (Frontex) in order to assist Member States in circumstances requiring increased technical and operational assistance at the external borders, including situations which involve humanitarian emergencies and rescue at sea; recalls that the proper funding of these agencies is vital in order to develop a coordinated approach; calls also on Member States to increase their practical cooperation with EASO and Frontex, including through aid in kind (posted officers, material support, etc.); asks the Council and the Commission to consider the possibility of establishing an EU coast guard and of setting up another Frontex operational office in areas of migratory pressure, and in particular in the Mediterranean region, with related costs covered by the Member State selected;

5. juge opportun de saisir l'occasion que représente l'élection, le 10 septembre 2012, du nouveau président somalien Hassan Cheikh Mohamoud pour œuvrer, à l'aide du cadre stratégique pour la Corne de l'Afrique et avec l'appui du RSUE dans la région, ainsi que du SEAE et des diplomaties nationales et de l'Union africaine, à l'établissement de relations diplomatiques et économiques normales entre Addis-Abeba et Asmara, ainsi qu'à la résolution de la crise somalienne, ce qui serait bénéfique pour le développement de toute la région; observe que la région des grands lacs, qui borde la région de la Corne de l'Afrique dans ses franges occidentales, est aussi l'une des région les plus instables au monde, avec des pays en très net sous-développement et en proie aux violences armées (la République démocratique du Congo – RDC), sinon même aux guerres avec l'un ou plusieurs de leurs voisins (tensions entre la RDC et le Rwanda, qui fait partie, au sens large, de la Corne de l'Afrique); souligne que la conduite de la stratégie européenne pour la Corne de l'Afrique ne pourrait ignorer ses répercussions éventuelles sur le développement, également nécessaire, des régions voisines (région des grands lacs, Afrique centrale, Afrique australe, notamment).
5. Considers it desirable to seize the opportunity presented by the election on 10 September 2012 of the new Somali President Hassan Sheikh Mohamud, with a view to working – helped by the Strategic Framework for the Horn of Africa and with the support in the region of the EUSR, as well as that of the EEAS and national diplomats and of the African Union – in favour of the establishment of normal diplomatic and economic relations between Ethiopia and Eritrea and of the resolution of the Somali crisis, since this would benefit the development of the whole region; notes that the Great Lakes region, which borders the western fringes of the Horn of Africa, is also one of the most unstable in the world, including some severely underdeveloped countries that are plagued by armed violence - e.g. the Democratic Republic of Congo (DRC) - and even by wars with one or more of their neighbours - e.g. the tensions between the DRC and Rwanda, which is part of the Horn of Africa in the wider sense; stresses that in implementing the European strategy for the Horn of Africa we cannot ignore its possible repercussions for the much-needed development of the neighbouring regions (notably the Great Lakes region, Central Africa and Southern Africa).

Le Bureau d'appui entretient un dialogue étroit avec des organisations concernées représentant la société civile et des organismes compétents actifs dans le domaine de la politique en matière d'asile au niveau local, régional, national, européen ou international et crée à cet effet un forum consultatif.
1. The Support Office shall maintain a close dialogue with relevant civil society organisations and relevant competent bodies operating in the field of asylum policy at local, regional, national, European or international level and shall set up a Consultative Forum for this purpose.
