(Return tabled) Question No. 141 Ms. Kirsty Duncan: With respect to climate change and international and national security: (a) what does the government project are the potential impacts on currently stable regions of the world of such climate change-related phenomena as, but not limited to, (i) rises in sea level, (ii) increases in extreme weather events, (iii) increases in the spread of infectious disease, (iv) increases in environmental refugees; (b) what does the government project will be (i) the consequences of the impacts identified in (a)(ii), (a)(iii), and (a)(iv) on domestic military missions, (ii) the consequences of (a)(i), (a)(ii), (a)(iii), (a)(iv) and (b)(i) in terms of the military’s capacity to respond and the availability of troops for missions not related to conflicts induced by climate change-related phenomena; (c) what does the government project will be the potential impacts on already-weakened states of such climate change-related phenomena as, but not limited to, (i) sea level rise, (ii) extreme weather events, (iii) the spread of infectious diseases; (d) what does the government project will be the extent of the effects climate impacts could have on already-weakened states, including, but not limited to, (i) expanded ungoverned spaces, (ii) further weakened and failed states, (iii) increased conflicts, (iv) increased migrations; (e) what does the government project will be the impact of the effects identified in (d) on Canada’s national security; (f) which nations does the government project will be most affected by climate change, (i) what is the government’s assessment of each such country’s capacity to adapt or cope, (ii) what, if any, action is Canada taking to strengthen the capacity of weak governments to better cope with societal needs projected to arise as a result of climate change-related impacts, (iii) what is the government’s assessment of possible security risks if Canada does contribute to international efforts related to ...

De façon plus spécifique, ce programme pourrait avoir le triple objectif de chercher à soutenir (i) les contributions des acteurs non étatiques au processus de développement, tant au niveau national que régional des pays partenaires, y compris au moyen de mesures visant à instaurer la confiance, encourageant le soutien, la mise en réseau et le dialogue, en favorisant une participation plus importante de la base et en promouvant le développement de synergies entre les acteurs étatiques et non étatiques; (ii) une meilleure compréhension, partenariat et solidarité entre les citoyens européens et les sociétés civiles des pays en développement en promouvant la sensibilisation et l’information sur les questions de développement auprès des citoyens des pays de l’UE et des pays candidats (iii) la coopération et la coordination entre ces réseaux et les institutions de l’UE.
More specifically, this programme could have the threefold objectives of seeking to support (i) non-state actors contributions to the development process, both at partner country and regional level, including by means of confidence building measures, fostering advocacy, networking and dialogue capabilities, facilitation of greater grassroots participation and and promotion of development synergies between state and non-state actors; (ii) better understanding, partnership and solidarity between European citizens and civil societies in developing countries by promoting awareness raising and information for development issues amongst the citizens of the EU and candidate countries (iii) cooperation and coordination between civil society networks and between these networks and EU institutions.

Some countries in the region [24] initially refused to take the maize for several reasons, among which human health concerns, environmental considerations, intellectual property rights concerns, the risk of spread of transgenes into their own maize production, and the repercussions such a spread could have on regional and international trade.

The extent and development of such a cooperation will depend on Libya's commitments on asylum and fundamental rights as stated above; invites the Commission to engage, on the basis of the suggestions contained in the Annex and as soon as possible, in exploratory discussions with the Libyan authorities to identify practical measures to tackle illegal migration in areas such as training, reinforcement of institution building, asylum issues and increasing public awareness of the dangers of illegal migration, and to discuss the conditions under which such cooperation could take place; invites the Commission to report on the outcome of its exploratory discussions with the Libyan authorities in order for the Council to consider further action; stresses that as long as Libya does not fully integrate into the Barcelona process, any cooperation with Libya can only be limited in scope and take place on a technical ad hoc basis; calls upon the Commission to extend this cooperation to the main countries of origin and transit on the African continent in close relation with the relevant regional organisations to develop a wider approach to migration management on the African continent; calls upon the Member States and the Commission to implement swiftly the measures listed in the Annex, and calls upon the Member States to intensify, in particular in the framework of the European Agency for the Management of Operational Cooperation at the External Borders of the Member States of the European Union (the "Agency"), their cooperation on maritime external borders in the Mediterranean area and invites the Agency to include among its priorities in the working programme for 2005 and 2006 concrete operational actions on this issue; invites the Commission to provide regular reports on progress in cooperation with the main African countries of origin and transit and in the implementation of the measures to intensify cooperation within the EU.

Even without a change in the rate of immigration, the current low levels of labour market participation together with the prospect of continued increases in the participation of women (particularly in southern parts of the Community) imply that the Community could need to generate over 25 million additional jobs over the next 20 years - ie. double the number created over the past 25 years -if it were to offer the same prospects for participation throughout the Community as currently exist in the most 'active' regions.
