– having regard to the communication from the Commission of 25 October 2011 to the European Parliament, the Council, the European Economic and Social Committee and the Committee of the Regions, entitled ‘Social Business Initiative’ (COM(2011)0682),

La Commission l'a reconnu dans sa communication au Parlement européen, au Conseil, au Comité économique et social européen et au Comité des régions du 6 octobre 2010, intitulée "Initiative phare Europe 2020 - Une Union de l'innovation", dans laquelle elle indique son intention de renforcer, grâce au CCR, la base scientifique de l'élaboration des politiques.
That has been recognised in the Communication from the Commission to the European Parliament, the Council, the European Economic and Social Committee and the Committee of the Regions, dated 6 October 2010, entitled 'Europe 2020 Flagship Initiative Innovation Union', in which the Commission stated its intention to strengthen scientific evidence for policy making through the JRC.

(2) "Horizon 2020" devrait, à travers sa mise en œuvre, fournir une contribution directe à la primauté industrielle, à la croissance et à l'emploi ainsi qu'au bien-être des citoyens, à la durabilité sociale, économique et écologique en Europe et concrétiser la vision stratégique décrite par la Commission dans sa communication du 6 octobre 2010 au Parlement européen, au Conseil, au Comité économique et social européen et au Comité des régions intitulée "Initiative phare Europe 2020 - Une union de l'innovation", dans laquelle elle s'engage à simplifier radicalement l'accès des participants.
(2) Horizon 2020 should be implemented with a view to contributing directly to creating industrial leadership, growth and employment as well as citizens welfare, social, economic and environmental sustainability in Europe and should reflect the strategic vision of the Commission Communication of 6 October 2010 to the European Parliament, the Council, the European Economic and Social Committee and the Committee of the Region ‘Europe 2020 Flagship Initiative Innovation’ whereby the Commission engages to radically simplify access of participants.

Such financial instruments at Union level include, inter alia, Regulation (EC) No 1080/2006 of the European Parliament and of the Council of 5 July 2006 on the European Regional Development Fund (10), amended to allow increased investments in energy efficiency in housing; the public-private partnership on a ‘European energy-efficient buildings’ initiative to promote green technologies and the development of energy-efficient systems and materials in new and renovated buildings; the EC-European Investment Bank (EIB) initiative ‘EU sustainable energy financing initiative’ which aims to enable, inter alia, investments for energy efficiency and the EIB-led ‘Marguerite Fund’: the 2020 European Fund for Energy, Climate Change and Infrastructure; Council Directive 2009/47/EC of 5 May 2009 amending Directive 2006/112/EC as regards reduced rates of value added tax (11), structural and cohesion funds instrument Jeremie (Joint European Resources for micro to medium enterprises); the Energy Efficiency Finance Facility; the Competitiveness and Innovation Framework Programme including the Intelligent Energy Europe II Programme focused specifically on removing market barriers related to energy efficiency and energy from renewable sources through for example the technical assistance facility ELENA (European Local Energy Assistance); the Covenant of Mayors; the Entrepreneurship and Innovation programme; the ICT Policy Support Programme 2010, and the Seventh Research Framework Programme.

Other schemes specifically support cooperation between regions, such as the 'Regions of Knowledge' under FP7 and the 'Regions for Economic Change' of Cohesion Policy.
