TRADUCTIONS EN CONTEXTE

F. considérant que, depuis août 2014, ces deux organes politiques (le Conseil des représentants à Tobrouk, reconnu par la communauté internationale, et le nouveau Congrès général national, qui s'est imposé à Tripoli) affirment tous deux être l'autorité officielle du pays et qu'ils sont tous deux soutenus par plusieurs milices lourdement armées implantées dans des régions, des villes et des tribus d'origines diverses; que les deux autorités se font essentiellement la guerre en Cyrénaïque et en Tripolitaine et qu'elles cherchent toutes deux à provoquer et à encourager des troubles ethniques et tribaux dans la région négligée du Fezzan; que les tribus locales du Fezzan, et notamment les Toubous et les Touaregs, s'inquiètent pour leur avenir à la suite de l'accord politique libyen car elles redoutent certaines dispositions du projet de future constitution libyenne dont elles ont eu connaissance, du fait qu'elles n'ont pas été pleinement associées à sa rédaction;
F. whereas since August 2014 these two political bodies (the CoR in Tobruk, which is recognised by the international community, and the New GNC which has imposed itself in Tripoli) both claim to be the government running the country, and both are backed by several heavily armed militias affiliated to regions, cities and tribes from various backgrounds; whereas the two administrations are essentially at war with each other in Cyrenaica and Tripolitania, and both are working to instigate and support tribal and ethnic unrest within the neglected Fezzan region; whereas the local tribes in Fezzan, especially the Toubou and Tuareg, are worried about their future following the Libyan Political Agreement, as they dread certain leaked provisions of the draft future Libyan Constitution, having not been fully involved in its drafting;

20. affirme que le succès de la stratégie de l'UE pour la région du Danube dépend de la capacité, de l'aptitude et de la détermination des acteurs municipaux à intervenir sur les marchés régionaux de l'emploi en présentant des initiatives pilotes visant à relancer la demande locale de main-d'œuvre, à créer les conditions d'une croissance intelligente et respectueuse de l'environnement, à améliorer la coopération entre régions frontalières d'États différents; attire l'attention sur les disparités en termes de développement économique et d'innovation qui caractérisent la région du Danube et la nécessité d'accroître le potentiel de toutes les régions, y compris les plus développées d'entre elles, car elles peuvent «tirer vers le haut» les régions les moins favorisées; souligne qu'il convient de promouvoir de nouvelles régions présentant un potentiel de développement et d'innovation et de mettre à profit la valeur ajoutée de la stratégie pour la mer Baltique et de la stratégie de l'UE pour la région du Danube;

Considers that the successful implementation of the EU Danube Strategy depends on the ability, capacity and preparedness of municipal actors to intervene on regional labour markets with project initiatives triggering local demand for labour, creating the basis for smart and environment-friendly growth and improving cooperation between border regions in different Member States; draws attention to the disproportion in terms of economic development and innovation that exists in the Danube region and the necessity to increase the potential of all areas, including the highly developed ones, as they can help in pulling forward the least advantaged regions; points out the need to promote new areas with development and innovation potential and to take the opportunity of using the added value of the Baltic Sea Strategy and of the EU Strategy for the Danube Region;

Les activités «Potentiel de recherche» et «Régions de la connaissance» qui réunissent les capacités scientifiques entre régions n’ont pas produit les résultats attendus (en particulier dans les régions de convergence), car elles souffrent aussi du manque de ressources.
The "Research potential" and "Regions of knowledge" activities which bring together scientific capacity between regions have not produced the expected results (particularly in convergence regions), as they also suffer from a lack of resources.

Les habitants remercient Mme Wallström pour la réponse qu'elle leur a fournie parce qu'il s'est avéré qu'elle connaissait parfaitement la région - à laquelle il faut veiller car elle est susceptible de faire partie du réseau Natura 2000 - et parce qu'elle a demandé au gouvernement espagnol d'assumer la responsabilité du soin de cette zone.
The volunteers are grateful for the answer that Mrs Wallström gave them, because it proved her excellent knowledge of the area – which must be looked after, because it is likely to become part of the Nature 2000 network – and because she asked the Spanish Government to assume responsibility for looking after this area.
